- Brand Name Justification RFQ-Specifications-Clauses This is a combined synopsis/solicitation for a SonoSite Edge Ultrasound with corresponding transducer and spare battery. The Government may award a firm-fixed-price order in accordance with FAR Parts 12 & 13, Simplified Acquisition Procedures estimated not to exceed $100,000.00. The NAICS code for this requirement is 334510 with a 500 employee size standard. The Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Alaska Fisheries Science Center (AFSC), National Marine Mammal Laboratory (NMML) requires a SonoSite Edge portable research-/medical-grade ultrasound for field-based anatomical and physiological measurements of live, wild marine mammals in Alaska. Long-term, non-invasive monitoring of blubber thickness as a condition index for marine mammals is a critical tool for monitoring population responses to climate and ecosystem change. To enable NMML researchers to collect this information in an accurate, consistent, and efficient manner, a modern portable ultrasound unit is needed to replace an obsolete model with failing batteries and a screen that is extremely difficult to reliably read in direct sunlight. Contemporary units also include the ability to store images for later data quality assurance review, which is not possible with NMML's existing equipment. The unit would be used and shared by NMML programs monitoring Steller sea lions, ice seals, harbor seals, and Cook Inlet belugas. In addition to blubber thickness measurements, the unit may be used to evaluate reproductive status (abominable and inter-vaginal) and other non-invasive measurements of condition and health. All interested concerns must submit a quotation and documentation by July 28, 2014 at 10:00AM Pacific time. All responses must be in writing. A Brand Name Justification, Request for Quote (RFQ) with the technical specifications and clauses is incorporated as an attachment as part of this notice. This announcement constitutes the only solicitation. A firm-fixed-price order may be issued on or before July 31, 2014. **** All contractors doing business with Government shall be registered with the System for Award Management (SAM).
