Description
The U.S. Army Corps of Engineers, New England District will be issuing an unrestricted Request for Proposals for Repairs to the East and West Jetty of Nantucket, Nantucket, MA. The estimated construction cost is between $10,000,000.00 and $15,000,000.00. The proposed work consists of repairing both the east and west jetty at the entrance of Nantucket Harbor which were damaged during Hurricane Sandy. Nantucket Harbor is located on the western side of Nantucket Island in Nantucket Sound approximately 25 miles Southeast of Hyannis, Massachusetts, and 22 miles East of Edgartown, Martha's Vineyard, Massachusetts,. The east and west jetty extend into Nantucket Sound approximately 5,360 ft and 4,200 ft, respectively, and provide protection to vessels transiting into Nantucket Harbor. The existing jetties consist primarily of 2-4 ton armor stone. The first few hundred feet of each jetty was built as a full-tide structure while the significant remaining portion was authorized as half-tide only structures; exposed only during mid to low tide. Most of the repair areas will be completed in the half tide sections of each jetty. Due to the location of repairs and width of crest on each jetty the contractor will be required to work from marine plant only as no land access is available. Specific work tasks are intended to reconstruct severely deteriorated areas of the east and west jetty to authorized dimensions. These tasks include delivery and installation of approximately 32,300 tons of 2-4 ton armor stone (in total) to repair the jetties. New stone will replace displaced armor stone to fill in existing gaps in the jetty. Repairs will require substantial moving and re-handling of existing stones to obtain the required interlocking placement and construction tolerances. The completed repairs will provide a crest width of 4 ft (west jetty) or 6 feet (east jetty) for the entire length of each structure, and elevation of +5.2 ft Mean Lower Low Water (MLLW) for full tide sections, and +3.2 ft MLLW for the half tide sections. The tide range between Mean Higher High Water (MHHW) and MLLW is 3.57 feet. Due to the shallow conditions adjacent to the jetty structures it is expected that the contractor will have to ground work barges or find another means for a stable work platform to complete repairs during times of low tide. To prevent damage to environmental resources in the area work will be completed from a single side of each jetty for significant lengths of the work area. This notice is not a request for proposals at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about August 25, 2014. This acquisition is planned to utilize the Lowest-Priced Technically Acceptable proposal evaluation method. Details regarding requirements for this proposal will be included in the Solicitation. No telephonic, mailed, faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation, offerors must access the Federal Business Opportunities website (www.fbo.gov). All responsible sources may submit a proposal which shall be considered by the New England District. Additional questions may be emailed to the Contract Specialist at Jessica.R.Loc@usace.army.mil.
