- This is a synopsis for a commercial acquisition using Simplified Acquisition Procedures under FAR 13.5 Test Program Procedures and FAR Part 12, Acquisition of Commercial Items. THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL. VENDORS SHOULD NOT SUBMIT FORMAL QUOTES/PROPOSALS UNTIL THE RFQ IS POSTED TO THIS WEBSITE. This synopsis is not to be construed as a commitment by the Government nor will the Government pay for information solicited. The Naval Supply System, Fleet Logistics Center Jacksonville Contract Department intends to release an unrestricted Solicitation (N68836-14-T-0225) to support Naval Station Mayport Galley's requirement to replace and modernize the galley ventilation hoods, supply and exhaust air system, and the fire suppression system. The goal is to obtain commercially procured, superior quality, galley ventilation with the capability to maintain environmentally conducive temperatures for the workers in the galley and dependable fire suppression capability to fully extinguish a fire or provide sufficient response time for the Naval Station Mayport Fire Department to arrive on scene. As there are no dependable drawings for the system currently in place, and to provide the Offeror a quantifiable level of quality and capacity the Government desires, the solicitation will provide part numbers and characteristics of a CaptiveAire system. The Government considers the solicitation a "Brand Name or Equal" requirement as prescribed by FAR 6.302-1(4)(C)(2) and welcomes alternative materials that are equal in form, fit, and function. Should the Offeror elect to propose an equal or better system, the burden of proof the alternative is equal or better resides with the Offeror. The full solicitation will be unrestricted and is expected to be posted on FEDBIZOPPS (www.fbo.gov) on or shortly after July 25, 2014. The North American Classification System (NAICS) for this procurement is 333413. The Government will place a single Firm Fixed Price Contract, resulting from the solicitation, to the responsible contractor whose proposal conforms to the solicitation and is the lowest price technically acceptable (LPTA) proposal. Non-price factors will be Past Performance and Technical Capability. A one-time only survey visit to the NS Mayport Galley will be held on 29 July 2014, starting at 9 am. All attendees must submit an email to robert.hallstein@navy.mil not later than 4 pm, 23 July 2014 that includes the name of the company the attendee(s) represent, the full names of all attendees, email and phone contact information and if you require base access to attend. It is the contractors' responsibility to obtain required measurements, system requirements and interferences. The contractor will be required to demonstrate successful operation of the newly installed equipment and provide system training to galley personnel.
