- The proposed procurement is a Total SDVOSB set-aside; NAICS 238220 with a small business size standard not to exceed $15 million average annual receipts over the preceding three fiscal years. The magnitude of construction is between $1,000,000.00 and $5,000,000.00. Building 59, constructed in 1961, is a four-story structure with approximately 130,000 gross square feet (GSF). The building is located in Fort McNair. The functions in Building 59 consist primarily of classrooms for faculty and students, administration offices, and support spaces. The instruction courses provide education in national security policy to selected military officers and career civil service employees of federal departments and agencies. The purpose of the project is to replace two existing aged, leaking, and unreliable cooling towers in Building 59. The cooling towers were installed in mid 1980s and the size for approximately 500 tons of cooling. The cooling towers are located in the fourth floor penthouse mechanical room. Work includes all material and labor required to design for the replacement of the cooling towers, including piping, electrical, architectural, and structural modifications as prescribed by construction documents and specifications. All responsible sources may submit a bid which shall be considered by the agency. All questions shall be submitted via e-mail to Christopher.m.neville@usace.army.mil. The solicitation will be provided in an electronic format, free of charge on or about 01 August 2014, to all authenticated account holders of Federal Business Opportunities (FBO) System.
