- Army Contracting Command-Warren plans to issue a sole source contract pursuant to FAR 6.302-1, to General Dynamics Land Systems Inc. (GDLS) for the acquisition of systems engineering and analysis services necessary to maintain the current level of expertise and efficiencies supporting the subsystem design effort created under the Ground Combat Vehicle effort for assessment of future technologies for a Future Fighting Vehicle (FFV) system. DESCRIPTION: The proposed contract will require GDLS to employ systems engineering and analysis methods by conducting technical, cost, and risk assessments against selected capability requirement changes and future technologies for a Future Fighting Vehicle (FFV) system. All activities in this procurement will be based on leveraging GDLS' unique preliminary system design and subsystem design work developed during the GCV Infantry Fighting Vehicle (IFV) effort to continue to develop FFV system design concepts. In performance of this effort, GDLS will utilize the GCV integrated propulsion and mobility subsystems Automotive Test Rig (ATR) and the conventional drive integrated propulsion subsystem. This effort is synopsized to notify of potential subcontracting opportunities as required by FAR 5.201(c). It is the Government's intent to award this action under a Not-To-Exceed (NTE) Ceiling Unpriced Contract Action (UCA) stand alone contract with GDLS (cage # 7W356). The Government intends to definitize this action as a cost plus fixed fee (CPFF) basis. The planned award date of the UCA is mid August 2014.
