- Description
- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Biosystems and Biomaterials Division, Material Measurement Laboratory, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with RainDance Technologies, Inc., Billerica, MA, for the purchase of a Droplet Digital PCR System to be located at NIST, 100 Bureau Drive, Gaithersburg, MD. Sole Source determination is based on the following: The Bioassay Methods Group in the Biosystems and Biomaterials Division requires a Droplet Digital PCR (Polymerase Chain Reaction) instrument capable of accurately detecting copy number variations. NIST's Group must be able to make measurements which could lead to potential SRMs for important targets in the field including cancer biomarkers and samples with rare mutations. In order to obtain measurements of this magnitude, NIST's Group requires an instrument with the ability to generate ten million droplets per sample. In addition to the instrument generating ten million droplets per sample, NIST's Group requires an instrument with the capability of performing downstream measurements using a NIST-owned Illuming MiSeq platform. Therefore, the Droplet digital PCR must be compatible with this platform. RainDance Technologies, Inc, is the only known vendor capable of providing the required Droplet Digital PCR system (Model 20-04400 RainDrop Digital PCR System) that meets the Government's minimum requirements and is compatible with existing Illuming MiSeq platform. RainDance Technologies is the sole manufacturer and distributor. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by August 1, 2014, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
