- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Center for Environmental Health Research (USACEHR) to negotiate solely (as prescribed in FAR 13.106(b)(1)) with Illumina, Inc., 5200 Illumina Way, San Diego, CA 92122-4616, for the award of a firm-fixed price commercial Purchase Order for a MiSeq desktop sequencer. The USACEHR requires a MiSeq desktop sequencer system (item# SY-410-1003) and full coverage warranty (item# SV-420-1003) for automation generation of DNA clonal clusters by bridge amplifications, sequencing, primary and secondary analysis. The USACEHR have found that Miseq is the only instrument with only very few substitution and no insertion and deletion errors at consensus level. The government has not found a suitable alternative to this instrument from any other vendor. Illumina, Inc. is the manufacturer and sole distributor of the MiSeq, and is therefore the only source that can satisfy the Government's requirement. Therefore, the Government expects to purchase this MiSeq desktop sequencer system directly from Illumina, Inc. without competition. The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard is 500 employees. This announcement constitutes the only notice by the government; a written solicitation will not be issued. All sources that believe they are eligible to provide these items must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects 17 days after the publication of this notice, the purchase will be awarded without further remark.
