Description
The National Institutes of Health, Office of Acquisition within the Office of Logistics and Acquisition Operations (OLAO) in the Office of the Director, intends to negotiate on a sole source basis Thomson Reuters using simplified acquisition procedures. The Office of Portfolio Analysis (OPA), Division of Program Coordination, Planning and Strategic Initiatives (DPCPSI), Office of the Director (OD), of the National Institutes of Health (NIH) proposes to procure Web of Science tagged data from Thomson Reuters. The tagged data feeds will include the following: Science Citation Index Expanded 2014, 1900-2001 (SCIE); Social Sciences Citation Index 2014, 1900-2001 (SSCI); Arts & Humanities Citation Index 2014, 1975-2001 (AHCI); the Conference Proceedings Citation Index 2014, 1900-2001 (CPCI), both Science and Social Sciences editions. In 2011, OPA purchased back files (2002-2011), and the periodic updates for five Web of Science Editions for 2012. The procurement of the earlier data sets and of the 2014 data will allow us to continue and update the use of this valuable resource. The older tagged data and the 2014 tagged data, along with the previous procurement is essential to the analytical efforts of OPA. Examples of its use include the measurement of productivity and impact of research projects, as well as the identification of trends and emerging areas of science. These capabilities, which are not currently available, are needed for effective management of NIH research portfolios. Procuring the older data and the 2014 data outright will allow the OPA to download thousands or tens of thousands of records at once. The alternative is retrieval of one record at a time through the NIH Library. This is extremely inefficient and is an ongoing severe impediment to OPA's ability to conduct comprehensive analyses. In addition to the data feeds, Thomson Reuters will also deliver a delimited text file of PMIDs with their corresponding Web of Science UT identifier, for the publication years specified above. An update of full 2014 data will be provided in early 2015. Thomson Reuter is uniquely qualified to provide the Web of Science Tagged Data feeds. No other company exists that provides such comprehensive citation indices. The inclusion of conference proceeding citation indices is especially important for investigating emerging areas of science. RESPONSES THE PROPOSED ACQUISITION ACTION IS FOR ITEMS AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITHY OF FAR 6.302-1. Capability statements must be received electronically by the Contract Specialist listed below. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT ACQUISITION BASED UPON RESPONSES TO THE NOTICES IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. In addition, we encourage any small businesses with the capability to provide the information required to also submit responses. If it is determined that the capabilities of industry would allow for this procurement to be competed, responses of small businesses to this notice will be used to determine whether or not to set-aside any future procurement to small businesses. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
