Attachment 2: Appendix B to SOW Attachment 1: Appendix A to SOW Attachment: SOW MARKET RESEARCH PURPOSES ONLY NOT A REQUEST FOR PROPOSAL SOLICITATION This is a sources sought notice (SSN) to determine the availability and capability of small businesses to provide Early Warning of Potential Chemical Contaminants in Regulated Products. However, the Government will consider responses from large vendors as well, but larger vendors should clearly identify if subcontracting opportunities exist for small business concerns. The associated North American Industry Classification System (NAICS) Code is 541690 - Other Scientific and Technical Consulting Services; Small Business Size standard is $14.0 in millions of dollars. BACKGROUND AND OBJECTIVES: Background: The U.S. Food and Drug Administration (FDA) is conducting market research to support the Center for Food Safety and Applied Nutrition (CFSAN). CFSAN is piloting a process to better identify and detect potential chemical signals (or emerging chemical hazards or newly recognized risks from known chemical hazards) in food, dietary supplements, food and color additives, and cosmetics. The goal is to be more proactive in identifying and monitoring emerging issues - rather than reacting to issues after they occur. A major component of the chemical signal detection process is the collection and data mining of large sets of incoming information and data. The data sources and information are diverse and wide-ranging. These different data sources may serve different purposes; e.g., import data, reports of chronic and acute adverse reactions, consumer reports, exposure and data programs, social media, research repositories and bibliographies, etc. Potential sources include: • Scientific meeting abstracts • National Library of Medicine Scan press, use google news and Lexis/Nexis • Scan Wikipedia pages on relevant chemicals/products/processes for new changes (get alert when a change occurs) • Canadian Chemical Hot list, EU COSING, and other authoritative lists of chemicals of concern • PETNET, AAFCO • TOXCAST data and results from high throughput methods • eLEXNET • REACH, NTP, NCTR, Prop 65, IARC, heavy metals database for seafood, MSDS, UN GHS and other relevant databases, occupational data (ACGIH), water monitoring data (from EPA, state, etc.), law enforcement databases, military databases, court case data, RAMS, NEISS (in addition to sources listed in document) • NHANES in conjunction with trends, health outcome data • USP, NSF, ACC, Pharma Statement of Need: The purpose of this project is to provide CFSAN with early warning of potential chemical contaminants in CFSAN-regulated products, including potential or emerging public health risks. This is a unique requirement given that many systems focus only on the presence of a contaminant, not on the potential risk. Toward that purpose, the contractor will provide curated data, as well as a summary report based on their own expert (in food safety, chemistry, toxicology, microbiology) analysis of that data. Data and analysis will be transmitted on a periodic basis to CFSAN in a format that will allow further analysis by CFSAN experts. This is not a request for a database or IT platform, but rather for data and analysis from a framework that mines various relevant sources. Respondents shall indicate DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), VOSDB, HUBZone, etc.) pursuant to the applicable NAICS code identified in this notice.
