Description
This announcement constitutes a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, quote mark Laupahoehoe Harbor Breakwater Repairs, Island of Hawaii, Hawaii, quote mark as described within this announcement. The Government intends to issue a formal solicitation via a Request for Proposals (RFP) in accordance with FAR Part 15, which will follow this announcement and will take place no sooner than 15 days from the publication of this announcement. Solicitation plans and specifications will be made available for viewing and/or downloading on the Federal Business Opportunities (FedBizOpps) website located at https://www.fbo.gov/ on or about July 22, 2014. Traditional hard copies of plans and specifications will NOT be available for this solicitation. Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary. It is the Offeror's responsibility to check for any posted changes to the solicitation. Offerors must have and/or maintain an active registration with the System for Award Management (SAM) website. To register in SAM, go to http://www.sam.gov. All Offerors are encouraged to visit the FedBizOpps website to view other business opportunities. The Government intends to solicit this requirement as an unrestricted procurement. The North American Industry Classification Code (NAICS) for this requirement is 237990 (Other Heavy and Civil Engineering Construction). The small business size standard for this NAICS code is $33,500,000 average annual revenue. The Government intends to award a firm-fixed price contract as a result of this solicitation. Project Description: This project is to rehabilitate and repair an existing breakwater located at Laupahoehoe Small Boat Harbor, Island of Hawaii. The work will require the grouting of the centerline of the breakwater from the ocean floor to the crest, placement of four (4) existing 30-ton armor units in the assigned placement area at the head of the breakwater, and repair of dislodged stones on the armor layer revetment. The project magnitude is $1,000,000 to $2,500,000. An organized site visit will be conducted at a date and time that is to be determined. The Government intends to award to the offeror whose proposal is determined to be technically acceptable and has the lowest reasonable price. Selection will be based upon evaluation factors which may include (a) experience, (b) past performance, (c) Small Business Program, Past Performance in complying with Small Business Subcontracting Plan, and (d) price. Small, small disadvantaged and women-owned small business concerns are encouraged to participate as prime contractors or as members of joint ventures with other small businesses, and all interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small, small disadvantaged and women-owned small business concerns in accordance with the provisions of Public Law 95-507. A pre-proposal conference will be held on 28 July 2014 at 1:00 P.M., Hawaiian Standard Time at the U.S. Army Corps of Engineers, Honolulu located at Building 230, Room 322, Fort Shafter, Hawaii. All vehicle operators must be prepared to provide a valid driver's license, vehicle registration, certificate of insurance and current safety inspection to the security guard prior to entry to the Installation at Fort Shafter. Offerors should anticipate a delay in entering the Installation and allow sufficient time when attending the pre-proposal conference or hand delivering an offer. All planholders (prime contractors, subcontractors, and suppliers) are urged to attend this conference. Planholders who plan to attend the pre-proposal conference should notify the Government of the number of attendees before the date of the conference.
