- Note: This notice is provided for informational purposes only. DESCRIPTION: The Office of Acquisitions, on behalf of the Defense Security Services (DSS), Quantico, VA, has a requirement to upgrade an existing CLEAR license for CLEAR for Government Fraud. The purchase of the upgraded CLEAR capabilities are uniquely positioned to serve DSS CI by leveraging consumer reporting bureaus, driver information, phone sources, real property, vehicle registrations, business filings, criminal records, bankruptcies/liens/judgments, UCC filings, infractions, and professional licenses. From a single, all-inclusive platform, the CLEAR license provides DSS CI Directorate with the ability to increase analysts productive work time, because of the time saved identifying and retrieving relevant information. DSS intends to award as sole source to West Publishing Corporation, 610 Opperman Dr., Saint Paul, MN 55123-1340. West Publishing Cooperation as the sole proprietor to CLEAR was determined the only source deemed capable of fulfilling this requirement, due to the fact that West Publishing Corporation is the sole provider of CLEAR. No other license will satisfy agency requirements at this time based on the information currently available in the market place. This notice of intent is not a request for competitive quotes. Vendors may submit a capability statement which shall be reviewed by the Agency for future acquisitions. Any vendor who believes it can provide the stated capability within the established timeframe is invited to submit a written notification to the contract specialist below no later than 28 Jul 14 at 9:00AM EST. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to provide the stated capability within the established timeframe. Information can be sent to Summer Wilson at summer.wilson@dss.mil. Telephone responses will not be accepted. Responses received will not be evaluated for this requirement. However, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, DSS will proceed with the sole source award to West Publishing Corporation.
