Description
Bill of Materials for Malmstrom, F.E. Warren, and Minot Air Force Bases This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FA8224-14-R-0137 is issued as a request for proposal (RFP) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66 and its supplements. This is a 100% Small Business Set-Aside for NAICS code 335931 and small business size standard of 500 employees. Federal Supply Code is 6145. The requirement calls for delivery of numerous types of electrical supplies (e.g. conduit, wire, and associated hardware) in accordance with Bill of Materials (BOMs) for Malmstrom, F.E. Warren, and Minot Air Force Bases (AFB). Commercial equivalent brands are acceptable. Offerors shall provide equivalent brand information in their proposal. Proposals shall specifically state that they will comply with this requirement. It is the Government's intent to award on an "all or none" basis to satisfy this requirement. The following factors shall be used to evaluate offers: 1. Price - the total proposed contract price which is the total of all contract line item prices proposed. Offerors shall fill in unit pricing on the attached "bill of material" excel spreadsheet for each site. 2. Technical - proposal conforms to the "bill of material" by demonstrating brand name or equivalent parts will be provided and will meet the required delivery schedule. It is the Government's intent to award on an "all or none" basis to satisfy this requirement. 3. Past Performance - acceptable past performance. Technical and Past Performance when combined are of equal importance to Price. The Air Force intents to award a single firm fixed price contract to the lowest priced technically acceptable offeror without conducting discussions. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. (d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.
