This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The NAICS Code for this requirement is 334516. The intent of this notice is to determine the availability of qualified business sources technically capable of providing maintenance, support, and upgrades for the following item: Video Analyst Systems (VAS) must have routine updates to the Separate RT (3 quantity) and Video Analyst NL-MNT (3 quantity) software in addition to hardware support to ensure that all equipment is functioning properly and provides the most accurate information possible. This requirement is to provide the above items for the United States Army Criminal Investigation Laboratory (USACIL), Fort Gillem, GA for a base year plus four (2) options years. The intent of this notice is to determine the availability of qualified commercial sources technical capable of providing the required periodic software maintenance and updates, capabilities, and benefits as follow a Forensic Laboratory Quality Management System: Allows demultiplexing to brightening, frame averaging, color tracking, and audio noise filtering. Blends Microsoft Windows operating system with Intel Pentium 4 processor and 1 GB of RAM. Possesses a stackable tool set which allows forensic video enhancement tools to be flexibly applied and processed either together or separately through a drag-and-drop application. Software supports the international ITU-R 601 uncompressed video format standard. Stores up to 22 hours of digital video (DV) for forensic video analysis. Support for Third-party Software allows integration with other Windows-based products to expand forensic video analysis capabilities. Supports Multisource Input/Output - Intergraph video forensics software can receive input data from VHS, S-VHS, Beta, Hi-8, DV, DVD, and CDRom recordings, and also output to a variety of data sources. Potential offerors having the skills, experience, professional qualifications, and capabilities necessary to perform the described requirement are invited to provide a capabilities statement via e-mail. The Capability statements shall not exceed five (3 pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); and 4) Familiarity and knowledge of the requirement and 5) Advise if you can or cannot provide on a GSA Schedule. Responses are due no later than 1000hrs EST, Monday, 24 July 2014, and shall be electronically submitted to denise.l.richardson4.mil@mail.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
