- Complete statement of work. Solicitation Number: AG-56A1-S-14-0010 Description: The vendor will develop a recruitment campaign to assist the Eastern Region in reaching diverse populations with the intent of applying the tools developed to national recruitment efforts. The objective is to provide up to date, technology savvy and use friendly tools to attract young American citizens from ethnically diverse backgrounds to the agency. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as an RFQ and the documents incorporate provisions and clauses in effect through Federal Acquisition Circular 2005-69. This procurement is set aside for small business concerns. The NAICS code is 512110 and the Small Business Size Standard is $30 million. Scope of Work: The purpose of this contract is to provide: Broadcast quality pre and post production services that result in one 8 minute feature film featuring wildfire opportunities for Contract Job Corps Centers and high school students and recent graduates in urban areas across the United States. Storyboard development in collaboration with USDA Forest Service Project Lead and Public Relations staff All video production Development of messaging content Editing The intent of the film is showcase wildland firefighting careers as well as create awareness and understanding of the USDA Forest Service and organizational structure of the agency. The video vendor will be hired for a video production purposes. USDA Videographer is available and willing to supply b-roll and interviews for project as well as travel to wildfire incidents to videotape any necessary footage and interviews if applicable to the project. Contractor Shall: Provide their own personal equipment Work with the Forest Service Project Lead on story, filming, script development and writing Edit in a non-linear edit system, preferably Adobe Premier CS 5 or newer (example: Adobe Premier CS 5, Final Cut Pro, or Avid) Be able to author DVDs with a menu structure Clean up audio in an audio editing program Provide stock music, as needed, for video product Be able to add closed captioning and subtitles to a DVD and provide full transcript Have worker’s compensation insurance (if applicable) All footage and audio/sound recordings becomes property of the U.S. Forest Service, including all unused “B” roll and unused audio/sound recordings ( IF APPLICABLE) unused material will be combined onto one or more DVDs so can be accessible for other projects to be created by the Forest Service and its partners all footage and audio/sound recordings (used or unused) will become public domain material; as a “work for hire” for the Federal Government, Contractor shall not retain copyright - ( IF APPLICABLE) PLEASE REFER TO ATTACHMENT FOR MORE INFORMATION Contractor Acceptance Statement: By submitting the offer, the Contractor agrees to all terms, conditions, and provisions included in the solicitation and agrees to furnish any awarded items at the price set in the schedule unless otherwise excepted as follows: _______________________________________________________________________ The following FAR clauses and provisions apply to this solicitation.
