Description
The U.S. Coast Guard Surface Forces Logistics Center, Engineering Services Division (ESD) has a follow-on requirement for the development of a prototype Hull Structural Monitoring (HSM) system, which will support the USCG WSML cutter class in assessing remaining life of the cutters' structures. This is a follow-on requirement from work previously completed for the Fatigue Life Assessment Program (FLAP). One objective for FLAP was to develop and validate the analysis tools used to predict the fatigue life of the WSMLs. With this proprietary information, the components of FLAP will be transformed into a new prototype HSM system for longer term data collection. The objective of this effort is to develop and install a prototype Hull Structure Monitoring (HSM) system to quantify fatigue life and extreme load of USCG WMSL class hull structure and improve long term structural maintenance decisions based on the data to be collected. These supplies and services are required for the USCG BERTHOLF WMSL. The Coast Guard does not possess the proprietary technical specifications, drawings, manufacturing/provisioning data, or analysis tools necessary to provide these services and supplies. This information was not purchased at the time of the original acquisition and is proprietary to the OEM, The Maritime Research Institute Netherlands (MARIN). It is the Government's belief that only MARIN has the capability to provide these services and supplies due to their unique experience, knowledge, and analysis tools which cannot be reproduced by any other entity without having to repeat FLAP or a large portion of the program. However, potential sources can submit information demonstrating their capabilities to provide genuine OEM HSMs, all parts associated, and OEM authorized services. This information shall include, but is not limited to: (1) Data that the offered services and supplies have been satisfactorily provided to the OEM or the Government in the past; and/or (2) a written letter, signed by the OEM, that verifies the offeror's capability to access OEM drawings, specifications, and special tools. The Government does not intend to pay for any information that is submitted in response to this synopsis. The above information must be received no later than five (5) calendar days from the date this notice is published. Information received after this period may not be considered.
