- INTRODUCTION This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources, (2) whether they are small businesses; HUBZone small businesses, service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. The notice is strictly for research and information purposes only. The information requested will assist the Government in determining the appropriate acquisition method, including whether a small business social-economic set-aside, competitive or non-competitive method is possible, and to determine the availability of qualified companies technically capable of meeting the Government's requirement. ALL organizations with the capability and availability to perform the requirement under the applicable NAICS code are invited to submit a response to this notice. NORTH AMERICAN CLASSIFICATION SYSTEM (NAICS) CODE 541613 The Outreach Partnership Program supports 55 Outreach Partners: one (1) in each state, the District of Columbia, and Puerto Rico. The states of California, New York, and Texas each have two (2) Outreach Partners. National Institute of Mental Health (NIMH), one of 27 institutes and centers at the National Institutes of Health (NIH), is the lead Federal agency for research on mental disorders. NIH is part of the U.S. Department of Health and Human Services. NIMH envisions a world in which mental illnesses are prevented and cured. The mission of NIMH is to transform the understanding and treatment of mental illnesses through basic and clinical research, paving the way for prevention, recovery, and cure. This public health mandate demands that the Institute harness powerful scientific tools to achieve better understanding, treatment, and eventually, prevention of these disabling conditions that affect millions of Americans. To fulfill its mission, the Institute: • Conducts research on mental disorders and the underlying basic science of the brain and behavior; • Supports research on these topics at research settings throughout the United States and the world; • Collects, analyzes, and disseminates information on the causes, occurrence, and treatment of mental illnesses; • Supports the training of more than 1,000 scientists each year to carry out basic and clinical mental health research; and • Communicates with scientists, current and past users of mental health services, families, the news media, primary care and mental health professionals, and others about mental illnesses, the brain, behavior, and opportunities and research advances in these areas. Contractors shall have experience in mental health. Contractors that have experience in addressing populations that experience mental health disparities as defined by race or ethnicity, age (e.g., children, adolescents, transitional age youth, older adults), education or income, disability status, geographic location, risk status related to sex and gender, and among other populations identified to be at-risk for health disparities such as immigrants, lesbian, gay, bisexual, transgender, and intersex (LGBTI), and military service members and their families are encouraged to apply. Task 1: Designate a person to manage the organization’s participation in the Outreach Partnership Program. This person will serve as the primary contact for NIMH. Contractors must also identify a backup contact person. Outreach Partner organizations must have a designated person who is responsible for the management of the organization’s participation in the Program, including accomplishing the tasks, ensuring that all education and outreach efforts are based on current science, and preparing contract deliverables. This person serves as the primary point of contact for NIMH. This individual should have experience in mental health education and outreach and will be involved in the organization's day-to-day NIMH Outreach Partner activities (can be the Executive Director of the organization). Outreach Partner organizations also must have a designated backup contact person. The primary or backup contact must participate in NIMH Outreach Partnership Program activities, including the Program’s annual meeting, and are encouraged to participate in other Program-related education and training opportunities offered by NIMH. Outreach Partner organizations are required to have adequate staff to accomplish the Program requirements. Outreach Partner organizations also are required to submit online quarterly progress reports related to their broad dissemination of science-based information, mental health outreach and education, and activities to promote participation in research and collaborate with researchers. Task 2: Disseminate NIMH research findings and science-based educational materials in their state, and conduct science-based mental health outreach and education utilizing NIMH resources Outreach Partner organizations are required to widely disseminate NIMH research findings and educational materials, and conduct outreach and education utilizing NIMH information to the general public as well as to a variety of targeted audiences throughout their state. Examples of individuals and intermediaries that may be targeted as part of the dissemination, and outreach and education efforts include, but are not limited to: • Individuals with mental illness; • Parents and/or caregivers of individuals with mental disorders; • Mental health, primary care and/or other healthcare providers; • Schools and/or Institutes for higher education; • Professional and/or civic groups; • Faith-based communities; • Employers; • Community mental health centers; • Hospitals and/or community health clinics; and • Criminal justice and/or law enforcement. Task 3: Promote research participation and work with the research community Outreach Partner organizations are required to promote volunteer participation in research and clinical trials sponsored by NIMH and NIH (as appropriate), including among diverse racial and ethnic groups, and work with researchers in their state to the extent feasible. Note: A clinical trial (also known as clinical studies or clinical research) is generally considered to be biomedical or health-related research in human beings that follows a pre-defined protocol to answer specific health questions. Carefully conducted clinical trials are the fastest and safest way to find treatments that work in people and ways to improve health. CAPABILITY STATEMENT INFORMATION SOUGHT Respondents must provide, as part of their responses, clear and convincing documentation of their capability of providing the item(s) specified in this notice and the state/region they will be servicing. Respondents must be located in the state/region they will service. Contractors that believe they possess the ability to provide the required must submit specific documentation of their ability to meet each of the project requirements to the Contract Specialist. Contractors must provide their Company Name, DUNS number, Physical Address, and Point of Contact Information. Interested organizations are required to identify their type of business, applicable North American Industry Classification System Code, and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the solicitation notice number. All capability statements sent in response to this Sources Sought Notice must be submitted electronically (via email) to Farrin Stanton, Contract Specialist, at Farrin.Stanton@nih.gov in MS Word format by or before the closing date of this announcement. All responses must be received by the specified due date and time in order to be considered. The response must be received on or before August 1, 2014 4:00pm, eastern time. CONCLUDING STATEMENTS Note: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After review of the responses received, pre-solicitation and solicitation notices may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The solicitation release date is pending.
