- This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The NAICS Code for this requirement is 334516. The intent of this notice is to determine the availability of qualified business sources technically capable of providing the below: a.The purchase of Qualtrax software base system, licenses, implementation and maintenance agreement to provide a quality management tracking system for the laboratory. The Qualtrax system provides the ability to track proficiency testing, training and other quality assurance statistics for ISO 17025 compliance. The request covers the support and maintenance of the Qualtrax compliance software for a base period, and maintenance for four option years. b.The Qualtrax compliance software system will be utilized by DFSC's Office of Quality Initiatives and Training to support forensic laboratory accreditation compliance (ISO 17025 ANSI-ASQ National Accreditation Board) and for the management of all ISO and training document processing, statistics and storage. The software will streamline managing the annual forensic laboratory assessment/accreditation review and internal/external audits of laboratory procedures and employee testing by maintaining all documents in one place. QualTrax provides a document control engine with an automated forensic specific workflow library embedded with the ISO 17025 requirements and standards-based auditing. The product also generates email notification alerts for tasks, and the creation of standard and custom reports. This requirement is to provide the above items for the United States Army Criminal Investigation Laboratory (USACIL), Fort Gillem, GA for a base year plus four (4) options year's maintenance support. The intent of this notice is to determine the availability of qualified commercial sources technical capable of providing the below salient characteristics for a Forensic Laboratory Quality Management System: Client Server Architecture Microsoft SQL customized database that is customer hosted with client web access. Standards-Based Auditing The ability to imbed an unlimited number of standards including the ISO 17025 requirements, ASCLD/LAB-International Supplemental Requirements and QAS standards or equal. The ability to hyperlink the laboratory's procedures to specific standards within a document for easy or equal access. The ability to perform a gap analysis to identify any missing documentation. Document Management Document control functionality to include all documents in a single location, only the most recent version accessible and readily available. Ability to set an expiration date on a document and electronic signatures to authorize approvals and create audit trails or equal. Process Management Workflows automate approval process for documents, providing email alerts for notification, reminder and escalation based on date for all assigned tasks. Training Management Maintain testing records of employees either stand-alone or linked to specific processes and procedures. Security Controls Security features and access can be set determined by user rights. Contractor must maintain the database for laboratory accreditations. Software must be utilized by Forensic Labs that are ASCLD ISO 17025 accredited. Vendor must provide implementation and training with installation. Potential offerors having the skills, experience, professional qualifications, and capabilities necessary to perform the described requirement are invited to provide a capabilities statement via e-mail. The Capability statements shall not exceed five (5) pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); and 4) Familiarity and knowledge of the requirement and 5) Advise if you can or cannot provide on a GSA Schedule. Responses are due no later than 1000hrs EST, Monday, 24 July 2014, and shall be electronically submitted to denise.l.richardson4.mil@mail.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
