Environmental Remediation SOURCES SOUGHT FOR Environmental Remediation Services Sources Sought Number HHSNIHORFSBSS14007RC THIS IS A SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPOSAL ABSTRACTS, QUOTATIONS, OR INVITATION FOR BIDS. NO AWARD WILL RESULT FROM THIS NOTICE. The National Institutes of Health (NIH) is conducting a MARKET SURVEY to seek qualified and interested 8(a), HubZone, Services Disabled Veteran-Owned, Women-Owned Small Business firms as well as large business capable of providing the services identified in the sources sought announcement. As applicable, large and small business partnerships are encouraged. The NAICS code is 562910. The Size Standard is $19.0. DESCRIPTION OF THE REQUIREMENT: The purpose of this Acquisition is to remove and dispose of environmental and/or occupational hazards related to either building materials used for construction or maintenance of facilities, or research related materials introduced during or as a byproduct of scientific activities. To address environmental compliance activities associated with the alteration of NIH properties due to short, medium, and long-term planning it is necessary to acquire the services to complete the varied scope to properly remove the hazards. The intention is to obtain services of a qualified and experienced contractor to assist the Division of Environmental Protection (DEP) / Office of Research Facilities Development and Operation (ORF) at the National Institutes of Health (NIH) for the purpose of facility remediation, demolition and general environmental related services to the NIH. a.Remediation The primary work is anticipated to be the remediation of identified and encountered hazards as may be required for the decontamination of NIH space to be renovated, lease termination, or demolished. b.Other Secondary work is anticipated to be the demolition of facilities or other identified features necessary to support the remediation project. This type of work may be vital for remediation to occur and may require the use of heavy industrial (i.e. crane) equipment for completion. 1.The Contractor shall furnish all resources, including labor, management, tools, materials, equipment, and transportation necessary for the work defined in accordance with contract requirements and meet or exceed those required under federal, state, or local regulation. Additionally, the Contractor will make available copies of required state licenses related to removal to asbestos and lead paint. 2.Facility drawings, specifications, environmental surveys, and other reports will be provided for the development of cost estimates, task order proposals, and contract modification, as necessary. The drawings are diagrammatic and may not show the exact location of all existing mechanical, electrical, controls, and architectural/structural work. 3.Technical specifications will accompany IDIQ task order Requests for Proposals. The Contractor will provide appropriate documentation to characterize both how work will be performed and a reasonable estimate of the tasks required to complete each task order defined within the contract. Additionally, the Contractor is required to submit information appropriate any required permit or document as required by the NIH, or federal, state, or local regulation. 4.The Contractor will complete all demolition, hazardous remediation, and waste disposal in accordance with all federal, state, and local regulations. Perform work in a neat and workmanlike manner readily and easily accessible for operation, maintenance, and repair. The Contractor shall be responsible for cleaning the work site subject to dirt/dust impacted by the Contractor's performance of work. All job sites shall be clean and free of debris on completion of work and/or at the end of each day that work is in progress. 5.The Contractor shall provide a final report of all completed activities sufficient to characterize the work completed to support the initial task order request and to allow for an understanding of the overall cost. The Contractor will provide monthly status reports electronically to the CO and COTR and include the following: listing of current buildings/rooms active for the Contractor, summary of costs and labor hours by task order, and a general description of activities performed. 6.The Contractor shall provide contract administration support services for all work to include projects performed by support sub-contractors. TASKS will consist of: a.Task 1 - Project Estimation / Cost Proposal. Contractor shall follow the submitted phase 1 and 2 environmental assessments to generate a protocol to complete necessary abatement activities. All information will be made to the CO and COTR. b.Task 2 - Design and permitting Contractor shall generate and submit to necessary NIH officials documents necessary to complete remediation activities on NIH properties. If studies are required to complete permits they are completed and documented here. Contractor shall submit clarification comments to the COTR to verify the completion of all design and permitting requirements. All information will be made to the CO and COTR. c.Task 3 - Remediation As noted previously this task is anticipated to be the primary work of this requirement. d.Task 4 - Facility Safety Construction Activities To ensure the safety of a facility for either financial or operational reasons it may be necessary to complete limited scope construction activities. The purpose for these types of operation is solely to provide temporary stability to a facility while waiting for further action outside of the scope. e.Task 5 - Reporting The Contractor shall provide a final report of all completed activities sufficient to characterize the work completed to support the defined tasks. This report will survey to support the financial obligation incurred by the NIH during operations. The Contractor will provide monthly status reports electronically to the CO and COTR and include the following: listing of current buildings/rooms active for the Contractor, summary of costs and labor hours by task order, and a general description of activities performed. Interested Firms shall submit the following information in their Capability Statements not to exceed six pages, 8-1/2 x 11 inches, one-sided documents: a.Company name and address b.Type of Business c.Name email and phone information for the company's point of contact having authority and knowledge to discuss responses with Government representatives. d.NAICS Code http://www.sba.gov/size e.Certification of business size f.Duns and Bradstreet Number (DUNS) g.Large business: Describe how company supports subcontracting opportunities for Socio-economic disadvantaged small businesses h.Information on any GSA schedule contract or Government-wide Acquisition Contract (GWAC) that includes your firm and covers activities like those described in this RFI. Interested vendors capable of furnishing the government with the services specified in this Sources Sought notice should submit their Capability Statement to the e-mail address below. Capability Statements will be due on August 4, 2014, at 1:00PM Eastern Standard Time (EST). The Capability Statement must reference Sources Sought Number HHSNIHORFSBSS14007RC. Capability Statements must be submitted via e-mail only to coler@mail.nih.gov. Faxed or postal mailed copies will not be accepted.
