U.S. Office of Personnel Management's Multi-State Plan Program Review of Health Plans' Financial Statements Sources Sought Notice OPMOSDBU0014 Purpose and Objective: This is a Sources Sought Notice to identify small businesses, especially those in the Small Business Administration's (SBA) 8(a) program, that are capable of providing a review of health plans financial statements. This notice is issued solely for informational and planning purposes and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotations. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential offeror's ability to respond to any future synopsis/solicitation, which may or may not follow or restrict the U.S. Government's eventual acquisition approach. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding. Background: The mission of the Office of Personnel Management (OPM) is to recruit, retain and honor a World-class workforce to serve the American public. OPM achieves this mission by providing human resources policy advice and services to other Federal agencies, supporting retirement processing for Federal employees, ensuring agency compliance with merit system principles, conducting background investigations for the Federal workforce, and overseeing Federal healthcare and insurance programs. Through our initiatives, programs, and materials, we seek to recruit and hire the best talent; to train and motivate employees to achieve their greatest potential; and to constantly promote an inclusive work force defined by diverse perspectives. We've set our sights on making the U.S. Federal Service America's model employer for the 21st century, with the following clear and measurable objectives: •Make searching and applying for Federal jobs easier and faster; •Provide Federal employees benefits that are relevant, flexible, fair, and rewarding; •Make Federal employment accessible - and possible - for every American who seeks it; and •Retain a Federal workforce as diverse and versatile as the work it does and the people it serves. Under the Affordable Care Act (ACA), OPM has been designated as the agency responsible for implementing and overseeing Multi-State Plan (MSP) Options. A MSP Option is a new type of insurance plan that has never been offered before in the private insurance market or through public programs. It will be one of several health insurance options from which individuals and small employers will be able to choose a health plan in each State's Marketplace. A health plan issuer must submit an online application to, and be certified by, OPM in order to offer MSP options in a State's marketplace. Part of the MSP certification process involves evaluating each issuer's financial statement to assess their financial condition. The MSP certification process mirrors the Federal Employees Health Benefit Program certification process. The MSP certification, as well as its recertification, process will annually review a health plan's financial statement. Therefore, OPM will require Contractor accountants, to collaborate with OPM staff, to certify and recertify issuers who want to offer MSP Options in a State's marketplace. Capability Statement / Information Sought: Interested businesses are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective evaluation of respondents' capacity and capability to perform the specific work as required. Responses must directly demonstrate the company's capability, experience and/or ability to satisfy the minimum requirements listed below. Capability Statement Requirements: OPM is requesting information from vendors who provide financial statements reviews. During the period of performance, the Contractor will follow OPM's guidelines on how to evaluate the financial statement of health plans applying for participation in the MSP Program. The objective of the review is to determine if the health plan has the financial resources to fulfill a contract with OPM. These services shall include but not be limited to a review a health plan's following information: •Positive net worth (total assets minus total liabilities) preferably for a period of three (3) years. It is also known as fund balance or stockholders equity. •Positive net income, preferably over a period of three (3) years. •Positive retained earnings (accumulated net income) over a period of three (3) years. •Current ratio (current assets divided by current liabilities) of 1.5 to 1. •Positive working capital (current assets minus current liabilities) with an increase over the prior reporting period. •Favorable ratio of liquid assets to total assets. •Favorable long-term debt to network ration. •Positive operating margin (premium revenue minus claims expenses divided by premium revenue). •Continuous patter of consistent improvement in overall financial operations over a substantial period. This should be evident in total dollars and on a per member per month basis. •Substantial financial support in the form of loans or lines of credit from financial institutions or parent or sponsoring organizations. •Unqualified auditor's opinion in the certified financial statement. Instructions for Responding to the Sources Sought Notice Information provided in response to this Sources Sought Notice must be submitted by the due date listed below. Responses to this notice shall include a Statement of Qualifications/Capabilities Statement package and a cover letter. The cover letter shall, at a minimum, include the following information: 1. Response to Sources Sought Notice OPMOSDBU0014; 2. Vendor's Company Name, Address, Contact Person Information; 3. Vendor's DUNS Number; and 4. Business Size 5. Size Standard/Classification relative to North American Industry Classification System (NAICS) code 541211. OPM requests that the Statement of Qualification/Capability Statement, which is the response to questions below, not exceed twenty (20) single spaced pages. Please note that the collection of this data does not obligate the U.S. Government to the incorporation of the solicited comments in any future procurement action nor does it obligate the Government to the procurement of any services or products related to this notice. Proprietary information should not be included in the responses, further, responses to this notice will not be returned. Interested parties shall address the following when responding: Provide your company history, including past and present contracts for financial review. Assessment with a Government Agency similar to those required under this source sought notice. The information shall also include three agency's name, point of contact with valid telephone number and email address, dollar value, period of performance, contract type, and type of services provided. 1.Describe your company's understanding of OPM's requirements under this notice. 2.Do you intend to subcontract any of the work required? If so, what would your subcontracting plan look like; what percentage of the services would be provided by your company, and which service areas would your company subcontract out? Describe your experience with managing multiple subcontracts. 3.Has your company experienced any problems managing this type of contract? If so, what were the problems, and the outcomes to those problems? 4.Is there any other pertinent information relevant to this notification that you would like for us to know? OPM may conduct Capabilities meetings with vendors that appear to satisfy the requirements as outlined in this notice to clarify any information in their Statement of Qualifications/Capability Statements. Information Submission Instructions: All responses sent in regarding this sources sought notice must be submitted electronically (via email) to Terri J. Miller at Small.business@opm.gov. All responses must list OPMOSDBU0014 in the email subject line and shall be in MS Word or Adobe Portable Document Format (PDF), and submitted by 11:00 A.M. Eastern Standard Time (EST) on Tuesday, August 19, 2014. All responses must be received by the specified due date and time in order to be considered. Only e-mailed requests for additional information will be accepted at Small.business@opm.gov through 11:00 A.M. EST, Friday, August 1, 2014. Additional Information: There is no commitment by the Government to issue a solicitation, to make an award(s), or to be responsible for any monies expended by any interested parties in support of any effort in response to this sources sought notice. Any information submitted in response to this sources sought notice is a strictly voluntary. This sources sought notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. It is the responsibility of potential offerors to monitor this site for the release of any follow-on information. All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available and any request for additional information will be disregarded.
