- The United States Fish and Wildlife Service, Contracting and General Services Division in Portland, OR is soliciting firms to charter a vessel from Honolulu to Nihoa Island and returning within the window March-May of 2015 for the purposes of transportation, delivery and retrieval of supplies and personnel. One additive line item will be include on bid schedule for 1 to 3 trips per year for missions that are yet to be determined that may include stops at: Johnston Atoll, Kingman Reef, Palmyra Atoll, Baker Island, Howland island, and/or Jarvis Island OR stops at Nihoa Island, Mokumanamana (Necker Island), French Frigate Shoals, Laysan Island, Gardner Pinnacles, Maro Reef, Pearl and Hermes Atoll, Midway Atoll and/or Kure Atoll. Requirement with be for a base year and four (4) option years. Option years are exercised solely at the option of the Government. Requirement is set aside for small business firms. Applicable NAICS code is 483111. Small business size standard is 500 employees or less. Associated Statement of Work for this requirement to be included with solicitation package issued hereafter and will specify minimum Wreck Removal and Pollution insurance amounts required on any vessel used to access Pacific Remote islands that the successful awardee will be required to furnish, as well other minimum vessel detail requirements like cargo/small boat requirements, invasive species prevention requirements, customs and homeland security requirements.. Basis for award will be best value based upon past performance, capabilities of proposed vessel and price for one trip. Past performance and technical capability, when combined, are more important than price. Solicitation number F14PS00887 and attachments will be posted to FedBizOpps on or about July 22, 2014 with proposals due August 19, 2014. No further notice will be posted on FedbizOpps.
