- NASA/JSC has a requirement for WATER DEFLECTION COVERS FOR COMPUTING AND TEST EQUIPMENT RACKS NASA/JSC intends to purchase the items from TURTLESHELL INDUSTRIES. The Electronic Systems Test Laboratory (ESTL) is a high valued asset subject to risk of damage due to potential above ceiling water leaks from the aging facility infrastructure. This laboratory provides continuous operational support to the International Space Station and other Human Space Flight programs. A means to protect the electronic test equipment from exposure to above ceiling water leaking is required. The ESTL assets consist of various side-by-side clusters of self standing, open, 4-post equipment racks distributed among 18,500 square feet of laboratory area. All of the active and passive equipment are susceptible to damage from water entry from above the open, air-cooled racks. The protective solution must not impact the form, fit, nor function of the electronic equipment in its current physical, electrical and electronic configurations. The equipment and its rack housing cannot be moved nor rearranged.The protective solution must not impact the continuous ESTL 24x7 operational performance. Turtleshell is the only identified source to satisfy this requirement because their unique, patented design allows for the installation of water deflectors above each of the ESTL assets without modification to the facility nor of the electrical and electronic architecture of the racks. Other products and solutions were considered but do not conform to the stated functional requirements. The Turtleshell product meets the minimum specifications and provides the functionality required by NASA. NASA has identified no other products which provide alternate means to satisfy the objective to product the ESTL assets within the constraints of the physical, electrical, and operational requirements of the laboratory and facility. The Government does intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Chris Gaspard at chris.gaspard@nasa.gov not later than 4:30 p.m. central standard time on July 25,2014.Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
