Description
This is a REQUEST FOR INFORMATION (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability and availability of sources pursuant to FAR Part 10. Contractors are reminded that this announcement is a market research tool being used to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of a Request for Proposal including the use of any appropriate small business programs. The Department of Transportation has a business need for options outside of current videophones found throughout the enterprise. The attached collection of requirements seeks to find service, product and mobile alternatives for the hearing impaired. Presently, varieties of videophones are found in the environment, but not all meet the requirements outlined in both sets of requirements documents. The expectation is to have a wide-range of products/services from which to choose. •1) The Government seeks to collect contact information from any potential sources that are interested in a possible contracting, subcontracting and/or teaming opportunity in the near future that have products, services or systems that are capable of performing all or part of the work described in the RFI attachments. For potential sources responding to this item #1, the Government requests that you please provide via email your company's name, address, phone number, the name of your primary point of contact, and GSA Schedule number (if applicable) only. •2) The submission of a contractors contact information does not guarantee a contracting, subcontracting/team arrangement with another vendor. The Government will not participate or facilitate in the formation of any subcontracting/teaming arrangements between contractors. All communications regarding such arrangements must be between contractors only. Potential Sources Contact Information Due: All contact information for this item #1 shall be in electronic format, and emailed to the contracting office. All contact information shall be received by no later than August 15, 2014 at 12:00 Noon Eastern Time to Dorothea Garner and reference the RFI number DTOS5914R00319 in the subject line. •3) When responding, please reference the specific requirement number that you are addressing. State how/why you feel your product, service or system could/could not meet the requirements found in either the product or services set of requirements. •4) The Response Due date for this RFI Survey for Vendor Capabilities and Vendor Comments ends Friday,August 15, 2014 at 12:00 Noon, Eastern Time. RFI Responses Due: All responses will be electronic format, and emailed to the contracting office. All responses must be received not later than Friday, August 15, 2014 at 12:00 Noon Eastern Time to Dorothea Garner. ADDITIONAL RFI GUIDANCE DOT will not provide reimbursement for any information that may be submitted in response to this RFI, and this RFI does not commit DOT to award any contract. This documnet is not a Solicitation, and response to this RFI willnot be comsidered as a formal, full-blown, binding proposals. This RFI doe not promise that DOT will ultimately award any contract. Response to this RFI may be submitted by any organization of any type and size and they should be emailed to dorothea.garner.ctr.dot.gov by 12:00 p.m. Eastern Standar Time on Friday,August 15, 2014. DOT may request a demostration of any software products described in any responses: however, DOT will not pay for amy cost associated with any such demostration. In addition to describing the product and/or services, please be sure to addtress, in your response, all of the requirements identified in ths RFI. If your resonse does not accommodate a particular requirement mentioned in theis RFI, please confirm that point. If the system suggested in your response does not presently accomdate a requirement mentioned in this RFI, but can be configured (or re-configured) to accommdate that requirement, please edescribe, the the extent possible, the effect the configuration or re-configuration may have on your proposal's overall functionality and cost. Past Performance: Please note any experience you have at an agency of comparable size or organization to the DOT. Cost/Price: regardless of whether any confirguration or re-configuration of your system would be needed in order to adapt it to the DOT requiremnets mentioned in this RFI, it might be helpful to DOT if your response could also include an informal non-binding estimate of the possible price, or the possible range of prices, of the potential system described in your response. Any company submitting a response to this RFI should say explicitly, in that response, that the responding company, in entering into any contract with DOT for a Voicephone system, would be willing to strike, from any supporting or incorporated software licensing agreement and from any other supporting document, any indemnification language which might otherwise appear there as a boilerplate provision. Oral Presentation: The DOT may determine after reviewing responses to the RFI that oral presentations may be warranted to allow vendors the opportunity to present their products/services that may be suited to DOTs needs as described herein. Should oral presentations be conductedm, only vendors submitting a response to the RFI will be invited to provide an oral presentation of their product/service to the Department. Business Size: Vendors are also encouraged to provide their business size status as determined by the NAICS code(517919) as identified for the types of services described herein. Additional Contract Vehicles: Please advide if you provide your reespective products/services via General Services Administration Schedule Contract, NASA SEWP and any other Government Point-of-Entry.
