14SNB28_specnote This sources sought synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. The Naval Surface Warfare Center (NSWC), Crane Division is seeking interested parties for potential overhaul and repair of ALQ-184 ECM Cooling Rotary Pumps and support Shop Replaceable Assemblies (SRA) components. This work would be conducted at an off-site contractor facility located within 50 miles of NSWC Crane Division site at the direction of NSWC Crane Division or Warner Robbins Air Logistics Center (WRALC) personnel and would be performed with Government final Quality Inspection before units are determined Ready For Issue condition. This Request for Information is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). The Government does not intend to pay for any information furnished pursuant to this Request for Information (RFI). At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI/sources sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. The Cooling Rotary Pump unit is utilized in the antenna/service module of the ALQ-184 ECM pod fastened to the cold plate subassembly. The pumping unit is a gear type positive displacement constant volume rotary pump driven directly by an electric motor used to pump the dielectric heat transfer fluid Coolanol 20 through the cooling system at a rate of 3.0 gallons per minute and 153 Pounds per Square Inch Gauge (PSIG) outlet pressure. Each pumping unit is composed of two primary subassemblies, pump/motor assembly and the reservoir assembly designed to operate within the performance limits, with a continuous duty cycle, in the specified operating environment for 5000 hours before repair and designed with the capability of being repaired and restored to original performance limits a minimum of (3) times. This equipment is utilized on various Air Force aircraft to include but not limited to the A-10 and F16 platforms, with an End of Service Life (ESL) estimated in 2025. These components must be refurbished to meet the specifications of performance, design and test requirements in terms of form, fit, function and compatibility to meet airworthiness test parameters as specified in established OEM & DOD Acceptance Test Procedures. Equipment & Documentation: The Government may need to provide specific equipment identified in the Acceptance Test Procedure as critical which is determined cannot be acceptably duplicated or purchased. Support documentation may be limited due to proprietary rights being held by the OEM and may require additional engineering efforts and Government approvals to enable repair or support efforts.
