- Amendment 01 THIS PROCUREMENT IS A TOTAL SMALL BUSINESS SET-ASIDE. The General Services Administration announces an opportunity to provide all supervision, materials, labor and equipment to perform General Construction (GC) Services for the Honeycomb Solar Hot Water Array Project located at the Major General Emmett J. Bean Federal Center, 8899 East 56th Street, Indianapolis, IN 46249. The work under this contract shall include, but is not limited to, replacing the existing 8 solar hot water flat panels with 9 GSA-owned new solar hot water honeycomb panels; the existing system shall be reconfigured to the nonfreezing design that accommodates this. The required changes include demolition of the existing drainback tank and associated piping, the use of a propylene glycol mixture for the solar collector loop fluid, providing a new system filling connection for addition of the new solar collector loop fluid, installation of an expansion tank, and relocation of solar collector temperature detection instrumentation. Additional piping specialties and instrumentation such as automatic air vents, air separators, relief valves, flexible hoses and pressure gauges are also required. The new honeycomb solar collectors will be installed in a similar configuration as the existing flat plate solar collectors. However, new mounting hardware will be required, as the collector dimensions and the mounting interface points on the collector are of a different style. Similarly, the supply and return piping will require changes to accommodate the smaller honeycomb solar collectors. This procurement is set-aside for small business concerns. Funds are currently available. The North American Industrial Classification Code (NAICS) is 238220 (Plumbing, Heating, and Air-Conditioning Contractor) with a size standard of $14 million. The estimated cost range for all work is between $25,000 and $100,000. This is a negotiated procurement; there will NOT be a public bid opening. Evaluation factors for award will consist of Past Performance and Price. The best value to the Government based on these factors will determine award. The Government reserves the right to make award on initial offers, but discussions may be held if appropriate. The solicitation will be available on or about June 27, 2014. The solicitation cited above can only be obtained by accessing a secure website known as FedBizOpps (FBO). FedBizOpps is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. FedBizOpps is fully integrated with other electronic Government initiatives, including the System for Award Management (SAM) (www.sam.gov) database, and is available for use by all Federal agencies. Registration in both SAM and FedBizOpps websites is required in order to download solicitation documents and is used to validate vendor identity. Contractors not registering in these systems will be ineligible to download the solicitation and ineligible for an award. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendment(s), if any to the solicitation. Offer due date and time for receipt of proposals will be on, or about August 18, 2014 by 3:00 PM (EST). All offers are to be submitted to the General Services Administration, Attn: Katie M.
