PRE-SOLICITATION NOTICE FOR SAFRA PROJECT. PRE-SOLICITATION NOTICE FOR THE STRENGTHENING AGRIBUSINESSES AND FOSTERING RURAL ALIMENTATION PROJECT (SAFRA)SOL-656-14-000004 The US Agency for International Development (USAID) Mozambique intends to negotiate and award a Cost Plus Fixed Fee (CPFF) completion type contract for the project entitled "Strengthening Agribusinesses and Fostering Rural Alimentation Project" (SAFRA). In furtherance of Feed the Future/Mozambique (FTF) initiatives, the program will increase the productivity and competitiveness of Mozambique's agribusiness sector and improve the nutritional status of pregnant and lactating women and children under five years of age. Synopsis: Strengthening Agribusinesses and Fostering Rural Alimentation Project will impact favorably on rural household incomes, increase private sector investment in agribusinesses, increase Mozambican exports, increase job opportunities and promote better health and nutritional status in rural areas. Specific focus will be paid to the different roles of men and women, building the capacity of local partners (including governmental and non-governmental organizations), and effective use of information and communication technologies (ICTs). The SAFRA project will also support both the Government of Mozambique (GOM) and the private sector in implementing the G8 New Alliance for Food Security and Nutrition as well as the Nutrition plan. The ultimate objective of the SAFRA program is to promote agriculture value chains and Food Security development, improve nutrition and health status and poverty reduction. Direct beneficiaries will include Mozambican small and medium-sized enterprises (SMEs), farmer associations, and cooperatives operating in farming, agro-processing, marketing, and exporting activities. The project will also benefit rural households with better nutrition status and promote healthy behaviors especially among children and women. SAFRA has three essential components: 1) Agribusiness Value Chains and Food Security, 2) Increase Agribusiness Competitiveness, and 3) Nutrition, Water, Sanitation and Hygiene. Place of Performance: Manica, Tete, Zambezia and Nampula provinces of Mozambique. Period of Performance: A period of 5 years from the effective date of award. The preferred method of distribution of USAID procurement information is via the Internet. This Request for Proposal (RFP) and any future amendments thereto can be downloaded from http://www.fbo.gov. When the RFP is issued, offerors will have 60 calendars days to submit a proposal. It is the responsibility of the offerors to ensure that documents in their entirety have been received. USAID bears no responsibility for data error resulting from transmission or conversion processes. This is a full and open competition under which US and other organizations within Geographic Code 935 are eligible to compete. The procedures set forth in FAR Part 15 will apply. NAICS/SIC: 541990 - All other professional, scientific, & technical services. Order of Magnitude Threshold: The total estimate cost of the project is not expected to exceed $85 million.
