- The slides presented during the STS industry week and the sign in roster from the event have now been posted. The questions posed to the Government during the event will be posted with answers at a later date. This notice serves two purposes (1) Request for Information regarding the Joint Multinational Simulation Center (JMSC)'s requirement for Simulation Technical Support (STS), and (2) as an invitation to attend Industry Week beginning 14 July 2014. Any potential offerers will be required to have current certification by the Defense Security Service (DSS) in order to safeguard materials and obtain clearances IAW the DD 254. Request for Information: Joint Multinational Simulation Center (JMSC), is seeking industry feedback/comments on the upcoming solicitations for follow-on contracts for Simulation Technical Support (STS) and Battle Simulation Training (BST). The current Performance Work Statement (PWS) for the STS contract is attached for your review. The workload data identified in the STS PWS constitutes the workload projections the Government anticipates for the BST contract. Therefore, the Government invites feedback and discussion of the workload data as it pertains to both requirements, and questions and input regarding the BST contract will be restricted to workload data. No other documentation will be provided in support of the BST contract at this time. The government will conduct an industry day for the BST effort next year which will not include tours of the facilities outside Grafenwoehr. This will be the only opportunity for BST vendors to see those facilities. The following objectives are important to the Government in this procurement: The Government envisions a contract that is primarily firm fixed price. The contract must be flexible due to the numerous exercises and events and the numerous changes during these events; however, the Government also believes that we will benefit from contract incentives, a stable workforce and continuity. The Government is looking for an approach that offers the best overall value. The Government's goal is to prepare a solicitation that meets all of these objectives after considering Industry feedback on the draft PWS and during Industry Week. The Government encourages potential offerors to engage in discussion, to address inconsistencies and ambiguities, and to make suggestions during the feedback process. For the PWS requirements, the Government requests Industry input as to: 1)Contract type(s), possible CLIN structure 2)Recommendations and input concerning potential award fee/ incentive plan 3)Feedback on the requirements and its risks to both the Government and Industry 4)The Government's anticipated workload data sets a capacity at hubs and spokes which includes surges under the fixed price. The Government is interested in your opinions on the feasibility of executing and costing/pricing the workload described in the PWS and Technical Exhibits 5)In cases where the Governments workload capacity is exceeded, we are considering setting up a part-time on-call requirement to cover extra exercises. The Government is interested in your alternatives and recommendations on how to structure such a requirement. Please support suggestions with narratives and any alternate solutions. Industry is also invited to provide any other comments/suggestions that industry feels will be beneficial to the acquisition process. Industry Week: Interested businesses are hereby invited to participate in an Industry Week event and one-on-one sessions beginning on 14 July 2014 and continuing through 18 July 2014. An information briefing will be provided in the morning of 14 July with one-on-one sessions scheduled that afternoon and throughout the morning of 15 July 2014 as needed. Participation in the one-on-one sessions is voluntary and will be scheduled on a first come, first served basis. Participation in the one-on-one sessions is limited to five (5) personnel per company. The Government will not compensate industry participants for travel, lodging or any other expenses associated with such participation. Due to briefing locations and security requirements, registration submissions received after 07 July 2014 will not be accepted. Upon registration completion, industry participants will be provided with a Visitor Package detailing the meeting locations and access instructions for the conference. The purpose of this conference is to brief Industry on the requirements for the Simulation Technical Support Contract and to give Industry an opportunity to provide input on these requirements as well as on the contract type, structure, possible incentive approach, risks associated with the this program, feedback on workload data and part time on call opportunities to support workload in excess of projected capacity. Industry will also have an opportunity to suggest briefing topics using the registration form. The Government prefers that these sessions be very interactive, with questions and input provided throughout the process. However, questions and topics submitted prior to Industry Week have a better chance of being addressed. Also, Industry Week participants shall provide a written record to the Government of any questions asked during the sessions within 5 days of the sessions. During the one-on-one sessions, information received from Industry to shape the procurement may be utilized in forming the solicitation. If a member of Industry discusses proprietary information during the one-on-one sessions, it is incumbent upon that member to ensure that the Government clearly understands the nature and extent of proprietary information of the discussed and/or provided. Please review and clearly understand the provisions of FAR 15.201 as to the nature and types of discussions allowed during this process and address important procurement integrity requirements. Specifically, please note that the government representatives must refrain from advising any potential offeror how it can best meet the Governments request, although the Government is free to discuss and explain its requirements and you are free to discuss and explain your capabilities and how you can best meet the Governments requirement. This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products. No solicitation document exists at this time and the Government does not plan to provide responses to industry relating to information provided.
