This Sources Sought Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). THIS IS NOT A SOLICITATION Background: The Department of Veterans Affairs, Program Contracting Activity Central (PCAC) is seeking to fulfill the mandated federal agency energy management requirements of increasing renewable energy consumption as stated in the Energy Policy Act of 2005 (EPAct 2005), Executive Order (EO) 13423, "Strengthening Federal Environmental, Energy and Transportation Management," and EO 13514, "Federal Leadership in Environmental, Energy, and Economic Performance." In concert with these requirements, PCAC is seeking potential sources to provide wood chips for a Combined Heat and Power (CHP) plant at the following site: SITE:ADDRESS:CITY/STATE: Chillicothe VA Medical Center17273 State Route 104Chillicothe, OH 45601 Administrative/Miscellaneous: The North American Industry Classification System (NAICS) code 113310 (size standard 500 employees) applies to this procurement. Capability Statement: Respondents shall provide a general capabilities statement to address the following information: 1.Please identify your company's number of years in business; affiliate information, parent company, and joint venture partners. 2.Provide company business size as designated by the NAICS and the U.S. Small business Administration. Also, provide business status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.). It is requested that interested contractors submit a response (electronic submission) of no more than 10 pages in length that addresses the above information. Please note that hard copies will not be accepted. Please also include a cover page, which includes, at a minimum: the company's name, address, Dun & Bradstreet number, socio-economic status, point-of-contact name, phone number, and e-mail address. Responses must include the Sources Sought number and project title in the subject line of their e-mail response. The Capabilities Statement for this Sources Sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. No evaluation letters and/or results will be issued to the respondents. After completing its analyses, the Government will determine whether to limit competition among the small business categories listed above or proceed with full and open competition. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps at https://www.fbo.gov. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis. A draft statement of work (SOW) has also been included in this notice to provide prospective bidders with a sense of scope for the project. B.3STATEMENT OF WORK 1.SCOPE: The contractor shall provide a consistent supply of biomass fuel of reliable quantity, quality, and size for the new combined heat and power (CHP) plant at the Chillicothe Veterans Affairs Medical Center (VAMC), 17273 State Route 104, Chillicothe, Ohio 45601. 2.SCHEDULE: a.Deliveries are to begin, tentatively, October 1, 2014. b.The base period of performance is October 1, 2014 - September 30, 2015. Option Year One (1) has a period of performance of October 1, 2015 - September 30, 2016. Option Year Two (2) has a period of performance of October 1, 2016 - September 30, 2017. Option Year Three (3) has a period of performance of October 1, 2017 - September 30, 2018. Option Year Four (4) has a period of performance of October 1, 2018 - September 30, 2019. c.This will be a Firm Fixed Priced per unit Contract. The total estimated annual consumption is 11,000 tons of biomass fuel, based on 35% moisture content (see paragraph 3.a.iii below). The estimated consumption for the base period is 11,000 tons, based on 35% moisture content. The contractor is advised that these are estimates only. The potential exists for a change of the total tonnage to be delivered based on several variables, including but not limited to weather and the actual moisture content of the wood chips delivered. Task orders will be issued for a specific period of performance that will designate the estimated tonnage required for that time frame. Task orders may be issued monthly, bi-monthly, quarterly, annually, or in any other manner determined to be in the best interest of the government. d.In the event VA staff requests alternate biomass fuels, VA can request delivery of such alternate biomass fuels when available. This number is based on the daily average of 28 tons per truck load a day. Actual delivery rates will vary from one to three truck loads per day based on CHP Plant performance, weather conditions, fuel characteristics, and other factors. iv.Site Storage Capacity: approximately 720 cubic yards v.Desired Delivery Frequency: Daily (Monday - Friday). vi.Truck scales are not available on-site. vii.The contractor shall be prepared to provide a sufficient quantity of biomass fuel to keep the system in continuous operation 24 hours per day, 7 days per week. Contractor shall provide a point of contact and phone number and/or email for scheduling deliveries. The Government will schedule deliveries at least 48 hours in advance. viii.Special requirements for fuel delivery: See Section 4 below. b.Manufacturer's fuel specifications (Clean Mill Chip): i.FUEL SPECIFICATIONS Biomass fuel shall contain less than 10% dry basis inorganic material including materials that are part of the normal composition of wood as well as materials that are not part of the makeup of natural wood. The initial deformation temperature (IDT) of ash must be greater than 2100 ° F. ii.Fuel Size Particle size must be the following: The biggest pieces must be no larger than 10" x 2"1/2 x 1/2" and less than 10% of the total weight. 90% will be smaller than 2-1/2" x 2-1/2" x ¼". Chippers should be set to manufacture 7/8 - inch chip, 6mm thick. All chips shall be free of burned or charred wood and substantially free from bark and rot. iii.Fuel Composition Biomass fuel is to be predominantly hardwood, with no more than 10% bark. Bark must conform to particle size requirements. All chips shall be free of burned or charred wood and substantially free from bark and rot. iv.Moisture Content Biomass must have a moisture content of 15% to 55% wet basis. v.Foreign Material Biomass must be free of rocks, gravel, dirt, ice, water, paint, nails or other foreign materials. vi.Ash Content Ash content must be lower than 5%. vii.Ash Composition Ash must have a total Alkali content of less than 0.18 kg/GJ or (0.4 lbs./MMbtu) of biomass burned. viii.Chloride and Sulphur Content Material being burned must be free of chloride, sulphur and other contaminants which are foreign to wood. c.Alternative Biomass Fuel Specifications (Saw Dust) i.FUEL SPECIFICATIONS Saw dust is a by-product of cutting, grinding, drilling, sanding, or otherwise pulverizing wood with a saw or other tool. ii.Fuel Size Saw dust is composed of fine particles of wood. All chips shall be free of burned or charred wood and substantially free from bark and rot. iii.Fuel Composition All saw dust shall be free of burned or charred wood and substantially free from bark and rot. iv.Moisture Content Biomass must have a moisture content of 15% to 55% wet basis. v.Foreign Material Biomass must be free of rocks, gravel, dirt, ice, water, paint, nails or other foreign materials. vi.Ash Content Ash content must be lower than 5%. vii.Ash Composition Ash must have a total Alkali content of less than 0.18 kg/GJ or (0.4 lbs./MMbtu) of biomass burned. viii.Chloride and Sulphur Content Material being burned must be free of chloride, sulphur and other contaminants which are foreign to wood. d.Alternative Biomass Fuel Specifications (Whole Tree Chips) i.FUEL SPECIFICATIONS Whole tree chips start as whole, base-cut trees. The trees, limbs, and needles are then run through a chipper with the bark intact. ii.Fuel Size Particle size must be the following: The biggest pieces must be no larger than 10" x 2"1/2 x 1/2" and less than 10% of the total weight. 90% will be smaller than 2-1/2" x 2-1/2" x ¼". Chippers should be set to manufacture 7/8 - inch chip, 6mm thick. iii.Fuel Composition All whole tree chips shall be free of burned or charred wood and substantially free from bark and rot. iv.Moisture Content Biomass must have a moisture content of 15% to 55% wet basis. v.Foreign Material Biomass must be free of rocks, gravel, dirt, ice, water, paint, nails or other foreign materials. vi.Ash Content Ash content must be lower than 5%. vii.Ash Composition Ash must have a total Alkali content of less than 0.18 kg/GJ or (0.4 lbs./MMbtu) of biomass burned. viii.Chloride and Sulphur Content Material being burned must be free of chloride, sulphur and other contaminants which are foreign to wood. e.Out of Specification Materials: i.All deliveries will be inspected by VA staff prior to unloading. Deliveries not meeting moisture content requirements or having obvious oversized, foreign, or otherwise out of specification material will be rejected and removed from premises by the contractor. ii.Contractor is responsible for the pick-up and disposal of oversize materials that are screened by the CHP feed system within 48 hours of notification by VA personnel. 4.DELIVERY: a.Location: All deliveries will be made to the Biomass Fuel Storage Area at the Chillicothe VAMC, 17273 State Route 104, Chillicothe, Ohio 45601. Unless otherwise directed the delivery route is through the South Entrance from SR 104 onto Hines Blvd, then turning right on Cleveland Blvd. Proceed directly to the boiler plant building 261. See Attachment 4 for a map of the Chillicothe VAMC. Each load must be inspected by the boiler plant supervisor or boiler plant operators prior to unloading. Call 740-773-1141 ext. 6189 to contact boiler plant personnel. b.Days and Times: Deliveries can be made during normal business hours, between 7:00am and 4:30pm, Monday through Friday. If necessary, alternate delivery times may be arranged to include off shift hours, weekends, and holidays. c.Unloading : Deliveries are to be made with floating (walking floor) trucks. The site is not equipped with truck tippers and cannot accommodate dump trucks. Truck delivery will result in some wood chips being spilled on the floor. The contractor will be responsible for the clean-up of any spilled chips before leaving the site. All spills (chips, hydraulic fluid, etc.) must be cleaned up immediately by the contractor. Equipment is expected to be in good working order. d.Annual Maintenance: Annual maintenance will take place for approximately two (2) to four (4) weeks per year. During this maintenance, the VA does not anticipate needing wood chip deliveries. The VA will provide the contractor a minimum of one (1) week notice when annual maintenance is going to take place. 5.TESTING: a.Weight: i.Contractor shall provide a certified weight ticket stating specific material delivered to VA personnel for each delivery at time of inspection. ii.Deliveries without weight ticket will be rejected. b.Moisture Content: The VA has the right to measure the moisture content of each delivery. This will be measured and recorded by VA personnel. If delivery is out of specifications it will be rejected. c.Visual Inspection: The VA has the right to visually inspect each delivery for obvious oversized, foreign, or unacceptable waste material. Loads found to contain out of specification materials will be rejected on the spot to be carried away by supplier at contractor's expense. d.Laboratory Analysis: The VA has the right to sample any delivery and send samples to a testing laboratory for analysis to confirm material meets specifications. Contractor will be notified promptly of any deficiencies identified through laboratory testing, and will not receive payment for loads found to be out of specifications. 6.BASIS OF PAYMENT: The contractor will be reimbursed for each ton of material delivered, as documented by certified weight tickets, based on the price per ton in the price schedule (section 2.d). The contractor shall submit monthly invoices at the beginning of each month for the previous month's deliveries to the COR for review and approval. The contractor will ensure the invoice includes the contract number and contractor contact information. Invoices shall identify the type of fuel blend (1, 2 or 3) delivered and the cost per ton for that specific blend.
