Wage Determination 05-2523 (Revision 13) Texas Statewide Wage Determination 91-0101 (Revison 31) Nationwide Performance Work Statement (PWS) Solicitation Packet AG-7442-S-14-0011 SYNOPSIS: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with this notice. This solicitation includes provisions and clauses in effect through the Federal Acquisition Circular 2005-30. These includes, but are not limited (1) FAR Part 52.212-1, Instructions to Offerors-Commercial; (2) FAR Part 52.212-2, Evaluation-Commercial Items; (3) FAR Part 52.212-3, Offeror Representations and Certifications-Commercial Items; which must be submitted with the offer, in addition, FAR Part 52.212-4, Contract Term and Conditions-Commercial Items and FAR Part 52.212- 5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. United States Department of Agriculture Natural Resource Conservation Services is soliciting proposals for a Base and 4 Option Years Firm-Fixed contract for Technical, Data Management Assistance, and Secretary for the Fort Hood Project Office, Gatesville, Texas THIS IS A TOTAL SMALL BUSINESS SET-ASIDE REQUEST FOR PROPOSAL (RFP) PROCUREMENT. The Small Business size standard is based on the North American Industry Classification System (NAICS) code 561320, Temporary Help Service, $25.5M average annual income. SCOPE OF WORK: Contractor shall be responsible for supervising qualified personnel from the position descriptions in the performance work statement (PWS), and acquiring and maintaining all required equipment, tools, materials, vehicles, supervision, and other items and services necessary to successfully perform all technical assistance and data management functions as defined in this performance work statement (PWS), except as specified in Section C-3 as Government-furnished property and services, at the Natural Resources Conservation Service (NRCS) Office. The estimated quantities of work are listed in Technical Exhibit 2a (Supervisory Construction Representative, Quality Assurance Representative I-III) and Technical Exhibit 2b (Secretary I), Workload Estimates. Except where indicated, the work shall be performed at the NRCS Fort Hood Project Office, Gatesville, TX and Fort Hood military installation (U.S. Army) in Bell and Coryell Counties, TX. These work sites are considered Government-Leased sites that are operated by Government and Contractor personnel. See attached Performance Work Statement (PWS) for full details. PRE-BID CONFERENCE AND SITE VISIT: A pre-bid conference and site visit will be held at 0900 hours, August 5, 2014 at the Fort Hood Project Office at 105 Memorial Drive, Gatesville, Texas. Attendance is not mandatory but highly recommended, site visit will be on a military installation and access is restricted. No other site visit will be available. The anticipated award date is on or before August 22, 2014. PREPARATION OF BIDS (NRCS, TX, DEC 2007) In order to receive complete consideration for award of a contract, prospective contractors are requested to submit bids consisting of the following: • Completed SF 1449, please provide your DUNS number in block 17a, sign and date; • Completed SF 30, Amendment to the solicitation, sign and dated (if any); • Completed bid sheet (see bid proposal - page 4 & 5) with unit prices and totals; • Offeror Representation and Certifications. Only complete and provide paragraph (b) if you have completed the annual representations and certifications at www.sam.gov. If you have not completed the annual representations and certifications at www.sam.gov, you will need complete and submit pages 39 - 50 of the solicitation. You must indicate you are a small business in NAICS 561320 to be considered for this award. • Technical plan which provides your staffing plan, including qualifications and experience of all personnel and up to five recent (within 3 years) references who can provide information on your past performance of similar requirements. • Bid Bond is not required. All contractors must be registered in the System for Award Management at www.SAM.gov, to be considered for an award of a federal contract. For information regarding registration, go to www.sam.gov. There are no costs associated with registering in SAM.gov; registration is FREE! NO BIDS SUBMIITED BY FAX OR EMAIL WILL BE ACCEPTED. All responsive bids will be considered. Note: Incomplete proposals will not be accepted, please review your proposal before submission. Contractors shall mail one copy of their proposal, applicable clauses, and/or provisions to USDA-NRCS, Attention: Danny Mandell, 101 S Main Street, Temple, TX 76501. Proposals may be hand-carried in and must arrive no later than 2:00 pm (CDT), August 19, 2014. Note: Contractors when mailing or hand carrying your bid packet, please ensure that the Solicitation No. AG-7442-S-14-0011 is annotated on the outside cover of the bid envelope or package.
