Description

Special Notice (Intent to Sole Source), Belmont County CBOC: The Government intends to negotiate a sole-source contract to continue existing services at the Belmont County (OH) CBOC for the period of 9/2/14/14 - 11/1/2014 while a long term contract is being implemented. This serves as notice of intent to award sole-source procurement Other Than Full and Open Competition (FAR 6.302-1). This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR PROPOSAL (RFP)/QUOTATION (RFQ). No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 621498. The Government believes Ambulatory Care Solutions LLC, (a wholly-owned subsidiary of Humana Government Business, Inc,), located at 103 Plaza Dr. Suite A, St. Clairsville, OH 43950 is the only source that will satisfy the agency requirements. The Government is contracting for this service from which Ambulatory Care Solutions LLC, is the only known source. A long term contract is currently being worked on. It is reasonable to conclude that, in the interim, the minimum needs can only be satisfied by the current contractor given the uniqueness, and sensitivity of this requirement and that they are the only contractor that could continue service, and prevent unacceptable delays. This short term solution represents the best viable option to maintain continuity of services at the Belmont County CBOC location. This notice of intent is not a request for competitive proposals/quotes; however, any firm that believes that it can provide the requirement above may give written notification to the Contracting Officer. All inquiries and concerns must be addressed in writing (email) to: Linda.Buccigrossi@va.gov. Responses to this notice must be submitted by 1500 ET 7/25/14. Interested sources may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 9/2/14.
