- The U.S. EPA's National Health and Environmental Effects Research Laboratory is in need of two CLARIOstar multi-mode microplate readers with fluorescence polarization and full spectra UV/VIS capabilities. The BMG CLARIOstar microplate reader is sold only by BMG Labtech Inc. The system provides the ability to measure fluorescence intensity, UV/vis absorbance, luminescence, time-resolved fluorescence, fluorescence resonance energy transfer (FRET), fluorescence polarization, time-resolved FRET, and bioluminescence resonance energy transfer. This machine is the sole instrument on the market that contains a linear variable dichroic and linear variable excitation and emission monochromators. EPA experiments require the use of a variety of different cell lines with readouts across the spectrum. The BMG machine is the only machine that has the capacity to accommodate all of the EPA science readouts. Other machines have fixed filter arrays incapable of performing our desir ed analyses. Existing EPA files have all been created using BMG instrumentation and Matlab software. Future studies need to be performed on the same platform so that results can be compared to previous findings. Changing to a new analysis system would make it difficult if not impossible to compare new findings with past results and could jeopardize EPA scientists' access to older files. The circumstance permitting Other than Full and Open Competition is FAR 6.302-1 Sole Source, Only one responsible source and no other supplies or service will satisfy agency requirements. All interested parties who believe they can provide the required product should fully explain their capabilities and qualifications in writing within 7 days from the date of this announcement. The intent of this synopsis is to state the Government's intention to sole source this acquisition to BMG Labtech, Inc. Therefore, no solicitation (RFQ) is available. Consequently, any response(s) failing to pro vide the aforementioned data but instead choosing merely to submit a routine letter requesting a copy of the RFQ will not be honored. Offerors must submit all technical questions / responses concerning this synopsis electronically through FedConnect. Notices of any modifications to this FBO procurement announcement, including Requests for Proposals and amendments, will be posted using the FedConnect web portal. FedConnect can be accessed at https://www.fedconnect.net/Fedconnect/. Questions regarding the content of the subject announcement must be submitted through the FedConnect portal.
