Description
THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a Sources Sought Notice for notice of intent to solicit for the distribution and supply of both Liquid and Gaseous Helium as a cryogenic liquid for the operation of a superconducting device, the SQUID Magnetoencephaloraphy (MEG) machine, used for magnetic measurements of brain activity. The Minneapolis VA Health Care System, Brain Science Center located at One Veterans Drive, Minneapolis, MN 55417 is currently in the process of acquiring a Helium Recovery and Liquefier system, and during the period of the anticipated contract will transition from using primarily liquid helium to primarily gaseous helium. The potential vendor shall provide and deliver no less than one (1) each 100 liter Dewar per week of liquid Helium for the SQUID MEG at the beginning of the contract period. After the installation of the Helium Recovery and Liquefier system (expected fall of 2014) the requirements for liquid helium will decrease and the requirements for gaseous helium will increase. Anticipated use of the gaseous helium is two (2) each "T" cylinders per week; need for liquid helium will reduce to six (6) each 100 Dewars per year or less. Vendor must be in control of an adequate supply of liquid and gaseous helium able to guarantee delivery on demand during periods of national and international shortages for the duration of the contract period. All equipment and materials required to perform the contract shall be provided by the vendor. The vendor must insure compliance with all applicable regulations and standards for transportation and storage of liquid and gaseous helium. Vendor assumes liability for the integrity, suitability, and safety of vendor owned Dewars and cylinders. This notice is put forth to seek SDVOSBs, VOSB or other small businesses who have the capabilities to fulfill this requirement. The solicitation will be released to supply both Liquid and Gaseous Helium at the aforementioned location for a 12 month option. A pre-solicitation notice will be posted to FedBizOps with a Request for Quote to follow. The applicable NAICS code is 325120 with a 1,000 employee size standard. The FSC/PSC is 6830. This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest, accompanied by supporting literature, to the Contracting Officer no later than 2:00pm CST on 7/22/14. Responses shall be sent to Nicole.Burski@va.gov. Information received will be for the purpose of determining whether or not to conduct a set-aside or unrestricted procurement. The determination to conduct a set-aside or unrestricted procurement based on responses to this notice is solely within the discretion of the Contracting Officer. Service Disabled and Veteran-Owned Small Businesses (SDVOSB and VOSB) contracting with VA are to be registered and certified in VetBiz if seeking consideration under PL 109-461 (www.vetbiz.gov - Vendor Information Pages - VIP).
