- THIS IS A REQUEST FOR INFORMATION (RFI) DRAFT SOLICITATION FOR END OF YEAR PLANNING PURPOSES. IF FUNDS BECOME AVAILABLE, WE WILL CONSIDER USING RECEIVED INFORMATION FOR ORDERING PURPOSES. PLEASE STATE HOW LONG YOUR INFORMATION IS VALID IN THE EVENT FUNDING BECOMES AVAILABLE. IF INTERESTED, PLEASE RESPOND TO RFI BECAUSE SEPARATE REQUEST FOR QUOTE (RFQ) MAY NOT BE ISSUED. The solicitation number for this procurement is FA4830-14-Q-Z008 and is issued as a Request for Information (RFI). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-75, Defense Acquisition Circular (DAC) 91-13 (Correction) and Air Force Acquisition Circular (AFAC) 2014-0421. The North American Industry Classification System (NAICS) code is 423910; this acquisition will be 100% small business set aside. The size standard is 500 employees. Which means that the manufacturer of the product offered must be a small business. Requirements LINE ITEM DESCRIPTION QTY CPS-800-016-005: SOV3-TS16 HARNESS CONTAINER 2 CPS-TP-460 M3: TP-460 M3 MAIN PARACHUTE 2 CPS-VR-421: VR421 9 CELL F111 TANDEM RESERVE CANOPY 2 CPS-105-507: PASS HAR -STD -SMOKE 2 CPS-AAD2C1M2529A: CYPRES-2 1 PIN MILITARY 2500 FT-29M/S ABS 2 CPS-RIGGING COMPLETE: FULL RIGGING, ASSEMBLY AND PACK 2 IAW FAR 52.211-6 -- Brand Name or Equal (c) The Contracting Officer will evaluate equal products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Any offerors believing they can provide the brand name product may provide evidence for consideration. Evidence must support the offeror's claim they are an authorized distributor and or wholesaler for CPS, Inc. All qualified sources may submit a response, which if timely received, will be considered by this agency. A determination that equal products exist or a determination to compete this proposed procurement based on response to this notice is solely within the discretion of the Government posting this RFI. The Government does not intend to pay for information solicited. Information received after the established deadline shall not be considered. Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. Request for Information (RFI) should be submitted and shall contain the following information: RFI NUMBER; TIME SPECIFIED FOR RECEIPT OF QUOTES; NAME, ADDRESS; TELEPHONE NUMBER OF QUOTER; ANY DISCOUNT TERMS AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS (if applicable). Signed quotes must indicate quantity, unit price and total amount for each item. QUOTES shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Quote shall also contain all other documentation specified herein. PERIOD OF ACCEPTANCE OF OFFERORS: The quoter agrees to hold the prices in its offer firm for 70 calendar days from the date specified for receipt of quotes. LATE OFFERS: Request for Quotations or modification of quotes received at the address specified for the receipt of quotes after the exact time specified for receipt of offers WILL NOT be considered. EVALUATION/AWARD: IAW FAR 52.212.2, Evaluation-Commercial Items, the Government will award a purchase order to the offeror whose price is judged to represent the best value to the government. BRAND NAME OR EQUAL; EQUAL ITEMS IDENTIFIED SHOULD FURNISH ADEQUATE INFORMATION WITH THE QUOTE TO ENSURE THAT A DETERMINATION CAN BE MADE AS TO THE EQUALITY OF THE PRODUCTS REQUESTED. PLEASE PROVIDE WARRANTY INFORMATION. ALL OFFERORS MUST BE REGISTERED IN SYSTEM FOR AWARD MANAGEMENT (SAM) FORMERLY (CCR). Quoters that fail to furnish the required representation information via submission or reject the terms and conditions of the solicitation may be excluded from consideration.
