- L14PS00797, DEMOLITION & RECLAMATIONAMERICAN FLAT/UNITED COMSTOCK MERGER MILL. Solicitation numberL14PS00797 applies and will be issued on or about July 23rd, 2014 as a Request for Proposals (RFP) for the following requirement: The U.S. Department of the Interior, Bureau of Land Management (BLM), Sierra Front Field Office requires services to demolish and decommission the abandoned American Flat/United Comstock Merger Mill (American Flat Mill), Storey County, Nevada. The objective of this reclamation project is to minimize risk to public health and safety by mitigating physical safety hazards associated with eight buildings and structures at the site and return the site to a stable condition. This will be accomplished by demolishing the structures, recycling and/or disposing of demolition debris, and returning the site to approximate pre-mining topography. No utilities exist at the site and the buildings are unoccupied. No hazardous materials are known to remain on site. General Services- The Contractor shall provide all labor, materials, equipment, supplies, machinery, testing, inspections, water, utilities, security, transportation and other facilities and services necessary for the proper execution and completion of the work outlined and described in this Statement of Work (SOW) and in the plans and drawings included in the Reclamation Design Report prepared for final closure (Attachment 1). Seeding of disturbed areas is not included in this SOW. The BLM intends to address seeding at a later date. GENERAL: The American Flat Mill was built in 1922 to process low grade silver ore from the nearby Comstock Lode. The mill utilized cyanide to leach precious metals from finely crushed ore, then a Merrill-Crowe process to separate precious metals from the cyanide solution. The mill operated from 1922 to about 1926 and produced $7.5 million worth of silver and gold. The mill was shut down due to metallurgical problems and the decreasing price of silver. When the mill closed, all equipment, metal, and wood materials were scrapped and salvaged. During the salvaging process little care was taken in the removal of equipment and other materials, thus resulting in a great deal of damage including large holes/voids left in the concrete, cut reinforcing steel, and broken concrete structural members. Only the deteriorated concrete skeletons of the structures remain. The current site conditions pose a substantial risk to public safety. In response to public safety concerns, the BLM officially closed the property to public entry in February 1997. In July 2013, the BLM issued a decision in support of abating the substantial physical safety hazard posed by the American Flat Mill by demolishing all eight structures at the site. Extensive investigative efforts have been conducted at the site to identify characteristic site data. In March 2010, Max Four completed a report entitled Assessment of Physical Hazards of Buildings and Facilities, Aerial Survey and Topographic Mapping at American Flat Mill Site, which contains the scaled drawings used to estimate the in-place volume of reinforced concrete that would be generated during demolition. In August 2010, the site was characterized by Ecology and Environment, Inc., to identify any hazardous materials associated with the building materials, waste dumps, debris, surface and subsurface soil, surface water and groundwater existing at the site. The lead contamination was determined to be associated with the recent illegal burning of automobiles and electronic devices (mainly CRT type television sets) within the buildings on the property, and not the historic milling operations at the site. In May 2013, the BLM collected six bulk concrete samples from four of the eight structures to be demolished (the Coarse Crushing Building, Fine Grinding Building, Precipitation and Refining Building and Assay Building). Bulk concrete samples were submitted to Asbestos TEM Laboratories, Inc., in Sparks, Nevada, for analysis of asbestos materials by EPA Method 600/R-93/116 - Polarized Light Microscopy. No asbestos materials were identified within the concrete samples submitted for analysis. There are numerous empty aerosol paint containers strewn throughout the site, these empty containers are not considered hazardous waste but will be required to be properly recycled prior to commencing with demolition. This is not a complete list of the specifications and should be used only as a basis to decide whether or not to review the solicitation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (Fac) 2005-74, Effective 1 July 2014.
