- MARKET RESEARCH PURPOSES ONLY NOT A REQUEST FOR PROPOSAL OR SOLICITATION The U.S. Food and Drug Administration (FDA) is conducting market research to support the Center for Food Safety and Applied Nutrition (CFSAN) requirement to acquire National Market Share Data for Surveillance of Specific Consumer Packaged Goods in the U.S. Market. This is a Sources Sought Notice (SSN) to determine the availability and capability of Small Businesses capable of providing national sales scanner data from markets representing total U.S. This notice is for planning purposes only, and does not constitute an Invitation for Bids, Request for Proposals or Request for Quotation, or an indication the Government will contract for the items contained herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The associated North American Industry Classification System (NAICS) Code is 541910 - Marketing Research and Public Opinion Polling; Small Business Size Standard is $14.0 in millions of dollars. STATEMENT OF WORK (SOW) General Background CFSAN has been accessing and using Nielsen's ScanTrack weekly retailer scanner data to monitor market conditions and changes of the consumer packaged goods in the U.S since 2003. The continuous monitoring has enhanced CFSAN's ability to fulfill its mission of protecting and promoting public health. Also, the availability of the data has enabled CFSAN to conduct research and surveillance in the areas under its jurisdiction, including product labeling and ingredient safety. The latest data that CFSAN has ended in September 2012. It is vital for CFSAN to obtain complete past datasets and maintain its access to more recent data. Statement of Need CFSAN requires scanner data from 2010 through 2014 to make a complete dataset for use in mission critical work as well as data for future surveillance. CFSAN past dataset includes certain categories (i.e. modules), but it is not inclusive of all the categories/modules that CFSAN have a need for at this time. For example, CFSAN did not previously purchase meat categories/modules and now require the data category. Additionally, updated historical scanner data that are compatible with existing scanner data are necessary to continue existing research projects that use data of identical characteristics and to develop new research projects. In particular, the data should allow FDA to expand time-series research projects by implementing the same analytical approach with most recent data. Objectives The objective of this acquisition is to obtain access to national sales scanner data from markets representing total U.S. The access will allow FDA to continue monitoring packaged consumer goods in the U.S. market and to enable analyses that will inform policy decisions. Scope of Work Task 1. National Brand Data The contractor shall provide national sales scanner data from markets representing the United States (U.S.); all retail outlets combined (i.e., Walmart, private label, food, drug, and mass merchandisers) in electronic, Excel format. The database shall include sales data of grocery stores with $2 million or above annual sales in the contiguous 48 states. The data shall include subsets of 2010 data (which will fill in categories to make a past dataset complete) in addition to 2012-2014 scanner data. The data shall be comparable to the following departments and shall include Walmart, private label, food, drug, and mass merchandiser data. The departments needed for specific time periods are displayed in the deliverable section below. •(00) DRY GROCERY DEPARTMENT (inclusive of all subcategories) •(01) FROZEN FOODS DEPARTMENT (inclusive of all subcategories) •(02) DAIRY DEPARTMENT (inclusive of all subcategories) •(03) DELI DEPARTMENT (inclusive of all subcategories) •(04) PACKAGED MEAT (inclusive of all subcategories) •(05) FRESH PRODUCE DEPARTMENT (inclusive of all subcategories) •(07) ALCOHOLIC BEVERAGES (inclusive of all subcategories) •(09) DIETARY SUPPLEMENT CATEGORY within THE HEALTH AND BEAUTY DEPARTMENT (inclusive of all subcategories) •Perishables Group - Meat Department •Perishables Group - Seafood Department The data shall be compatible and directly comparable to FDA's existing time series of sales scanner company data in terms of coverage, statistical sampling and projection, grouping in department and category, and names of data characteristics. Currently, CFSAN data is from census data from retailers providing scan data for all stores with sample data from a representative sample of non-census retailers. The sample is optimized across many variables including factors such as store formats, size, and age of the store, etc. The contractor shall provide consistently identified brand descriptions, so the UPCs can easily be sorted by brand. Task 2. Private Label UPC Unmasking The Contractor shall ask private label brands, including Walmart, to unmask data for each fifty-two (52) week period in 2010, 2012, and 2014, and deliver the data. The Contractor shall provide FDA with a list of private label UPCs matched to the unmasked UPCs in the scanner data detailed in Task 1 in Excel format (a file that links private label UPCs to unmasked UPCs). The Contractor shall provide all of the available characteristics. Task 3. List of Abbreviations The Contractor shall provide FDA with a list of abbreviations used for Tasks 1 and 2 in Excel format. Task 4. Data Documentation The Contractor shall provide FDA with documentation on the following: 1) market coverage and source data details for each year purchased, including information on sampling methodology, application of projection equations, and changes in store participation/cooperation, as well as 2) information on how to appropriately work with differences in data availability between comparison years, including applying techniques for trend analyses. The documentation shall be provided in Microsoft Word format. Task 5. Customer/Technical Support The Contractor shall provide customer support to FDA staff for the full term of the contract. Support shall include access to an account representative for correspondence and general questions during business hours. Additionally, access to technical support for questions related to analyzing the data shall be available. Task 6. Training The Contractor shall provide access to training for 10 staff (FDA and to those who have licensed data) throughout the period of performance, which will relate to performing analysis using sales scanner data. The training can be a mix of virtual and in person training, but at least one in person training session is required in College Park, MD. Period of Performance: September 29, 2014 to September 28, 2015. Place of Performance: All work to produce deliverables shall be performed at the Contractor's site. However, one on-site training session at an FDA Office in College Park, MD will be required. The respondent to this SSN shall furnish sufficient information necessary for the Government to conclusively determine its capability to provide sales scanner data from markets representing the U.S., all retail outlets combined, meeting the requirements identified above in the scope of work. Though the target audience is small businesses, all interested parties may respond. At a minimum, responses shall include the following: Business name, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from business address), phone number, and email address, and descriptive material that unequivocally demonstrates the capabilities of the contractor to meet the requirement. Three (3) years of past performance information for the sale of same or substantially similar national sales scanner data to include date of sale, description, dollar value, client name, client address, client point of contact name, client point of contact mailing address (if different from that provided for client), client point of contact phone number, client point of contact email address, and name of the manufacturer (to include DUNS number and size status) if not the respondent. If applicable, identification of the firm's GSA Schedule contract(s) by Schedule Number and Special Item Number (SIN) that are applicable to this potential requirement. The government is not responsible for locating or securing any information, not identified in the response.
