- NOTE: All responses to this IFB shall be mailed or hand carried to Western Area Power Administration, Rocky Mountain Region, 5555 East Crossroads Boulevard, Loveland, CO 80538, ATTN: Ryan Scrivner. NOTE: the Buy American Act applies to this solicitation. Refer to FAR Clause 52.225-9 (Section I) and FAR Provision 52.225-10 (Section L) if any non-domestic material will be proposed. Bidders must identify any non-domestic materials (not manufactured in United States) included in their bid. Please check with your suppliers and subcontractors to verify whether or not their quotes include nondomestic material. The Western Area Power Administration, Rocky Mountain Region has a requirement for a contractor to provide all supervision, labor, materials, equipment, tools, transportation, and any other resources necessary to complete this project. The work includes, but is not limited to installation of 48-count fiber OPGW to Western's existing Gering-Bridgeport-Sidney 115-kV Transmission Line between Gering and Sidney Substations and on Western's existing Midway-Canon West-Poncha 230-kV Transmission Line between Midway and Poncha Substations. The OPGW will replace one existing overhead ground wire (OGW). The work is located in El Paso County, Fremont County, and Chaffee County, CO and Scottsbluff County, Morrill County, and Cheyenne County, Ne. The estimated magnitude of this project is between $5,000,000.00 and $10,000,000.00. The NAICS Code for this procurement is 237130 and the applicable size standard is $36,500,000. This procurement will be issued as a 100% SMALL BUSINESS SETASIDE. The solicitation, specifications and drawings, and any subsequent amendments will only be available in electronic format, downloadable from the internet. No CD-ROMs or hardcopy documents will be distributed. It is anticipated that the solicitation, specifications and drawings will be available for download at http://www.fbo.gov on or about August 7, 2014.
