Description
DLA Distribution located in Red River, TX require Information Technology (IT) Support Services for hardware, software, and telecommunications to support all IT equipment, to include network services, Personal Computers (PCs), printers, portable computers, Teklogix Radio Frequency (RF) equipment, Smart Carts, LAN/WAN hardware/software and other miscellaneous IT equipment. This support requires the performance of services to analyze, implement, install, evaluate, document, integrate and provide support to the end-users and LAN. Contract SP3300-14-M-0363 is currently in place with Leader Communications, Inc. (LCI) for the above required services. The contract period of performance ends 31 July 2014. DLA Distribution located at New Cumberland, PA is currently in the process of re-competing the services under solicitation number SP3300-13-R-0006 and anticipates an award date by 1 November 2014. DLA Distribution Contracting Office located at New Cumberland, PA intends to award on a sole source basis to LCI for a period of four (4) months. In accordance with FAR 13.106-1 (b), Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only once source reasonably available. If another award was made for these services, the Government would incur substantial duplication of cost. The timeframe to resolicit this requirement is between six (6) and nine (9) months. The short term award will provide uninterrupted service. LCI is currently providing the service in a satisfactory manner, and has the experienced resources in place to perform the tasks required. LCI's personnel have become intimately familiar with the DLA Distribution Information Technology infrastructure and support required to sustain IT functionality. Issuing another solicitation for the four (4) month period could cause a disruption and degradation in the services. Issuing a new contract to another contractor would not be logical, efficient, or cost effective for the Government. The point of contact for this action is Contract Specialist Rafael E.
