- The Government is conducting market research to determine interested sources for a requirement to provide functional support and maintenance of the Engineering and Base Operations Support System for the Office, Chief Army Reserve (OCAR) for a six (6) month period of performance from 1 October 2014 through 30 March 2015. The DRAFT Performance Work Statement is attached. This is not a Request for Proposals, but instead a Request for Information is to obtain an indication of your interest, obtain voluntary limited capability information of those interested sources, and to determine interested sources prior to issuing the solicitation. The Government will not award a contract based on this Request for Information, the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary. We are not requesting technical/management proposals. If you are an interested source please provide the following voluntary information: 1) Small Business status; 2) Whether or not you have any other contracts (i.e. GSA, CHESS, etc) and; 3) A brief but detailed Statement of Capability (no more than 5 pages); which identifies your interest in this requirement and clearly demonstrates your ability to meet the requirements specified in the PWS to include your ability to provide qualified and certified personnel to perform data updates, data analysis, management, cleansing, consolidation, validation, reporting (routine and ad-hoc), and maintenance, daily application & system maintenance, training, software modification, web-enabling (as required), system enhancements, documentation of government developed software (GOTS), and the interfacing of these applications within DOD directed platforms. This statement should include any past performance information on Commercial/Government contracts of similar size and scope and how they relate to the ENBOSS system. 4) Explain your ability to perform these services for the short anticipated period of performance of 1 October 2014 through 30 March 2015 with little to no phase in time. No requests for capability briefings will be honored as a result of this notice. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature.
