Description
INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single, Firm-Fixed-Price contract for the construction of a Combined Heat and Power (CHP) Plant at the Syracuse, NY VA Medical Center (VAMC). PROJECT DESCRIPTION: In an effort to improve energy efficiency and reduce energy consumption, the Department of Veterans Affairs has commissioned the construction of a Combined Heat and Power (CHP) plant at the Syracuse VA Medical Center (VAMC) in Syracuse, Onondaga County, New York. The CHP Plant will include nominal 520 kilowatt natural-gas fired, using an eight 65 kW microturbine package. Planned facility upgrades also include installation of hydronic pumps, hot water supply pipe and return pipes for hot water distribution, natural gas piping, and switchgear upgrades at the VAMC. The CHP will include heat exchangers, roof-mounted microturbines with exhaust silencers, integral heat exchangers, roof-mounted dry cooler and a structural steel platform. The CHP will provide new, reliable, and efficient sources of electrical generation and hot water for the VAMC. In addition, operation of the CHP will reduce emission levels of carbon dioxide (CO2) greenhouse gases when compared to conventional means of power generation and distribution. ADMINISTRATIVE: The solicitation will be issued as an "Invitation for Bid" (IFB) conducted in accordance with FAR Parts 14, 19, and 36 and be evaluated in accordance with the procedures therein. The solicitation will be advertised as a total Small Business set aside. Offers received from other than Small Business concerns will not be considered. The applicable NAICS code is 237130 with a size standard of $33.5 million. The solicitation will be issued on or about August 8, 2014. The period of performance is approximately 240 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $1,000,000.00 and $5,000,000.00. All questions must be submitted in writing to the issuing office via email to ashley.mcavinew@va.gov.
