Description
PRE-SOLICITATION NOTICE The U.S. Army Corps of Engineers, Japan District (JED) is providing a PRE-SOLICITATION Notice for an upcoming Design-Bid-Build Construction Project titled: FY14 ECOM Sebille Manor Construction Repair, Kadena Air Base, Okinawa, Japan. This announcement is NOT the solicitation but rather the notification for an upcoming solicitation as required by Federal Acquisition Regulation (FAR) 36.213-2. Only local sources will be considered under this solicitation. Local sources are sources (e.g. corporations, partnerships, or Joint Ventures [For a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or, in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specified in this solicitation. Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contract. In addition, prior to award of the contract, offeror must be registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits to perform work required under this solicitation. PROJECT INFORMATION Project Title: FY14 ECOM Sebille Manor Construction Repair, Kadena Air Base, Okinawa, Japan Project location: Kadena Air Base, Okinawa, Japan Project Description: scope the design, renovation, and repair for 174 housing units at Sebille Manor, Kadena Air Base. Individual unit work includes but not limited to Kitchen work, reconfiguring existing layout, demolish walls, replacement of countertops, cabinets, appliances, flooring, lighting and doors. Bathroom work includes replacement of doors, vanities, countertops, sinks, flooring, lighting, exhaust fans, cabinets, toilets, and bathtubs. Each unit will require the replacement of all windows and doors. Asbestos sampling, testing, abatement, and disposal may be required. This work will be performed in five (5) distinct phases corresponding to specific locations within the housing area. These phases with project magnitude (listed in Yen) required for renovation are as follows: 1) ECOM Sebille Manor PHASE 1 - 30 units - 100,000,000 YEN - 500,000,000 YEN 2) ECOM Sebille Manor PHASE 2 - 38 units - 100,000,000 YEN - 500,000,000 YEN 3) ECOM Sebille Manor PHASE 3 - 34 units - 100,000,000 YEN - 500,000,000 YEN 4) ECOM Sebille Manor PHASE 4 - 40 units - 100,000,000 YEN - 500,000,000 YEN 5) ECOM Sebille Manor PHASE 5 - 32 units - 100,000,000 YEN - 500,000,000 YEN Total Units: 174 Sebille Manor unit type AT3-64 was built in 1964 and has never received a renovation. All components within Kitchen and bathrooms, windows, and exterior doors are beyond the expected useful life and required to be renovated. Most of these units are currently unoccupied and are deteriorated. The Government intends to issue a solicitation in August 2014. The magnitude of this project is between 1,000,000,000 Japanese YEN and 2,500,000,000 Japanese YEN. SOLICITATION INFORMATION 1. Traditional hard copies of plans and specifications will not be available for this project. Solicitation documents, including amendments, will be posted in Federal Business Opportunities (FedBizOpps) webpage for interested parties to download. It is the responsibility of interested parties to check FedBizOpps as to whether the solicitation and/or amendment(s) have been issued. 2. Companies that have not submitted Bidders Mailing List Application to this office on or after April 2005 are requested to go to the U.S. Army Corps of Engineers, Japan Engineer District, Contracting Division website (http://www.poj.usace.army.mil/BusinessWithUs/GettingStarted.aspx) to download the Bidders Mailing List Application. Such companies shall be required to complete Bidders Mailing List Application and submit documents that show they are registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits required to perform the work required under this solicitation prior to or at the time of bid/proposal submittal.
