- Legislative Monitoring and Tracking-RFQ i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ii. The solicitation number is DTMA91Q140026 and is issued as a request for quote (RFQ). iii. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74. iv. This acquisition is unrestricted. The NAICS code for the effort is 519130 with a small business size standard of 500 employees. v. Contract Line Items-MARAD requires 5 subscriptions or users licenses. The Government intends to award a fixed price contract. CLIN Description Quantity/Unit (Each) Price Extended Price CLIN 001-Base 5 $ CLIN 002-OptionYr 1 5 $ CLIN 003-OptionYr 2 5 $ CLIN 004-OptionYr 3 5 $ CLIN 004-OptionYr 4 5 $ vi. Description of requirements for the items to be acquired. The Maritime Administration (MARAD), Office of Chief Counsel has a requirement for legislative monitoring and tracking software system. The desired subscription will provide online access of near to real-time news and analyses of Congressional matters including: • Bills Introduced • Bill Tracker and Amendments • Hearing and Markup Schedules • Daily/Weekly Digest or Analysis • Congressional Calendars • Committee Reports • Congressional Committee membership and jurisdiction amendments • On-going and status updates of floor activities • Hearing Transcripts The software/database must be (1) fully searchable, (2) allow for automated alerts for specific search criteria and (3) provide custom e-mail updates based on stated search criteria. vii. Date(s) and place(s) of delivery and acceptance and FOB point. The period of performance will be 12 months from the date of award, plus four (4) 12 month option periods. Delivery shall be FOB Destination. viii. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (ix) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: • Technical Capability • Past Performance • Price b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x) Offerors shall complete paragraph (b) of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer if the offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (o) of this provision at 52.212-3. (xi) FAR clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) FAR clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition.
