- Naval Undersea Warfare Center (NUWC), Division Keyport is issuing this solicitation for Towed Cable Deployment Reels, manufactured in accordance with Navy Drawing 2819854, the Statement of Work; and all referenced/ associated drawings, specifications, revisions, and attachments. This requirement will include: CLIN 0001 - Towed Cable Reels, quantity of 300 sets; CLIN 0002 - Contract Data Requirements List (CDRL) A001; CLIN 1001 - Option One (1) Towed Cable Reels, quantity of 300 sets; CLIN 1002 - CDRL A001 Certificate of Conformance; CLIN 2001 - Option Two (2) Towed Cable Reels, quantity of 300 sets; and CLIN 2002 - CDRL A001 Certificate of Conformance. This requirement is being issued as a combined synopsis/solicitation for commercial items in accordance with FAR 12.6, as supplemented with additional information included in the attached solicitation. This announcement constitutes the only solicitation. The solicitation is issued as Request for Quotation (RFQ) N00253-14-T-0392 and is attached to this announcement. It is anticipated that the resultant contract will be a firm-fixed price award. This requirement is being solicited on an unrestricted basis. The applicable NAICS code for this requirement is 326199, with a small business size standard of 750 employees. The initial closing date for receipt of offers will be 04 August 2014 at 02:00 P.M. Pacific Time, unless a later date/time is specified in the solicitation. Pricing for all required items shall be FOB Destination for delivery to NUWC, Keyport, WA 98345-7610. Requirements and evaluation procedures are listed in the attached solicitation, which is required to be completed in its entirety and returned prior to the solicitation closing date. Vendors wishing to submit an offer are responsible for downloading their own copy of the RFQ from the Federal Business Opportunities (FBO) website at http://www.fbo.gov, and to frequently monitor the site for any amendments to the RFQ. A bidders list will not be maintained by this office, no telephone or fax requests for the RFQ package will be accepted. Failure to respond to the electronically posted RFQ and any associated amendments prior to the date and time set for receipt of quotes may render vendor offer non-responsive and result in rejection of the same. Any questions must be submitted in writing via e-mail to gracie.johnson@navy.mil as soon as practicable after receipt of the RFQ, and at least three (3) days prior to the specified solicitation closing date. Drawings referenced within this solicitation are restricted by the Arms Export Control Act and are ONLY available to vendor's/ contractor's appointed data custodian that are registered with the Defense Logistics Information Services (DLIS) Joint Certification Program (JCP). Vendors/ contractors not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/. Restricted Drawings and Technical Information are available through FBO as an attachment to this solicitation.
