- BACKGROUND: The Old Hickory Dam quote mark Old Hickory quote mark is located 16 miles northeast of the City of Nashville in Davidson County, TN. One of the primary purposes of the Old Hickory dam and reservoir is hydropower generation. The Old Hickory Powerhouse has four (4) Kaplan hydropower generating units that have a nameplate power rating of 25.0 Megawatts each. The plant became fully operational in December of 1957 and has an estimated average annual generation of 482,000 Megawatt Hours. PURPOSE: USACE Nashville District intends to issue a Request for Quote (RFQ) solicitation for this requirement. This is a Presolicitation Notice. This Notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice. The plans and technical specifications for this requirement will only be available upon solicitation issuance. GENERAL DESCRIPTION OF REQUIREMENT: No solicitation document exists at this time. The general scope of work is as follows: This requirement consists of the supply of all labor, equipment, tools, supplies and materials necessary for the removal, disposal, and replacement of all cooling water and emergency cooling water piping, valves, strainers, controls, pumps, and appurtenances in the power plant. The power plant has previously purchased most of the valves required for this system. These valves shall be installed under the scope of this project. The period of performance will be 365 calendar days from the date of contract award. This description is not intended to be all encompassing and is subject to change. SOLICITATION AND CONTRACT TYPE: It is anticipated that from the RFQ solicitation, the Government will award one Firm-Fixed Price Commercial Item (Service) contract. SOLICITATION RELEASE DATE: The anticipated release date for this solicitation is July 24, 2014. The plans and the technical specifications will be available for download at the time of solicitation release. ADDITIONAL INFORMATION: Specific information pertaining to this procurement will be available in the solicitation. The solicitation documents will be posted on the Army Single Face to Industry (ASFI) database. You can access these files from the Federal Business Opportunities (FBO) website, www.fbo.gov. It is, and will continue to be, the responsibility of all potential offerors to monitor the FBO website for any amendments, updates, responses to industry questions/comments, etc. The Government will not be maintaining a mailing list. The project location has special security requirements that will be identified in the solicitation. There will be one organized site visit. No other site visit will be permitted. The solicitation will contain detailed instructions pertaining to registering to attend the site visit. Registration to attend the site visit will be required and there will be a deadline to submit registration information.
