- This intent-type synopsis announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of United States Army Medical Materiel Center, Europe (USAMMCE) to buy brand name only medical consumables without competition as prescribed in FAR 6.302-1. The government will purchase various medical consumables from manufacturers of items and/or authorized distributors throughMultiple Award Blanket Purchase Agreements (BPA's) for a 5 Year Period. Please review the attachment included with this synopsis which provides a sample of the 70 top items to be purchased as well as part numbers and NSNs, where applicable, as reference. The attachment provides a good indication of the Government's need. USAMMCE cannot accept any substitution as it is part of the supply chain that supports the requests of EUCOM, CENTCOM, AFRICOM, PACOM, Department Of State and also includes the support of warteime and contingency operations that require brand name items. The timeliness of supplying these Class VIII Materiel (Medical Materiel - Consumables) is a vital component of USAMMCE's core competencies. The life cycle management of procuring and supplying items would be compromised as only brand name items are accepted in the current supply chain. USAMMCE's primary focus is to provide value and relevant, responsive medical logistics solution to its customer and the requirement for brand name items is essential in meeting this mission. The North American Industry Classification System (NAICS) for this requirement is 339112 and the size standard is 500 employees. This is 100% small business set-aside. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 10 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name only. This solicitation will be made available via the internet at https://acquisition.army.mil/asfi/ or https://www.fedbizopps.gov. All questions and responses concerning this notice shall be emailed to Sharew Hailu at Sharew.Hailu.civ@mail.mil. Interested concerns must identify their capability in writing to the above e-mail address or by mail to the address listed below no later than 12:00 pm ET, Monday, August 4, 2014.
