- Colville National Forest, Asphalt Surface Treatment and Crack Sealing Repair Project in Campgrounds. The Colville National Forest located in North Eastern Washington State has a requirement for asphalt surface treatment and crack sealing repairs for Pioneer Park, Panhandle, and Edgewater campground roads including all asphalted parking areas. The project is located in on the Newport and Sullivan Lake Ranger Districts. The work is located in Pend Oreille Counties, Washington State. Pioneer Park campground is located in Pend Oreille County, T31N R45E Section 1. Directions from Old Town Bridge: Turn left on County Road 9305, Le Clerc South. Drive North approximately 3 miles North and turn left at Pioneer Park entrance. Panhandle campground is located in Pend Oreille County, T35N R44E section 29. For directions from Usk, Washington. Drive east and cross bridge in Usk, trun left on County Road 9325 Le Clerc North. Drive approximately 15 miles to Panhandle Campground on the left. Edgewater campground is located in Pend Oreille County, T38N, R43E, section 32. From Ione, Washington, Drive South on highway 31, approximately 1 mile, turn left and cross bridge, turn left immediately after crossing bridge on County Road 3669, follow County Road approximately 2 ½ miles to Edgewater Campground on the left. The Contractors shall furnish all management, labor, equipment, supervision, tools, materials, transportation, operating supplies, workman's compensation, unemployment insurance and incidentals necessary to perform the work in accordance with the specification and provisions of the contract. Pioneer Park campground: This project consists of crack sealing repair, removal of 2" asphalt paths and around hydrants, install 2" asphalt on paths, around hydrants where removed, on 2 parking areas, a layer of fog seal on all asphalted areas within campground, striping parking areas, install new wheel stop curbs and speed bumps. The work for this project shall not start until after September 1, 2014 (Labor Day). Panhandle campground: This project consist of crack sealing repair, removal of 2" asphalt path, install 2" asphalt path, a layer of fog seal on all asphalted areas and install speed bumps. The work for this project shall not start until after September 1, 2014 (Labor Day). Edgewater campground: This project consist of crack sealing repair, removal of 2" asphalt paths, install 2" asphalt paths, a layer of fog seal on all asphalted areas, and install speed bumps. The work for this project shall not start till after September 1, 2014 (Labor Day). The contractor shall utilize products and materials that promote energy conservation, pollution preventions, waste reduction, use of recovered materials, that are environmentally preferable and are made from bio-based materials (e.g. insulating foam, composite panels, concrete with fly ash, wood and concrete sealers) to the maximum extent possible without jeopardizing he intended end use of detracting from the overall quality delivered. The contract will be a firm fixed price contract with options. The project is estimated between $100,000 to $250,000. A bid guarantee will be required if the price is over $150,000. The awarded contractor will have to provide both payment and performance bonds if total price is over $150,000 and will provide a payment bond only if the price is over $30,000 and under $150,000. This project will be advertised as a written request for proposals. Estimated issue date of the solicitation is on or about August 8, 2014. The actual due date will be listed in the solicitation. The solicitation will be posted on this site. The project is 100% reserved for small businesses. NAICS code is 237310 size standard is $33.5 million. All responsible sources may submit a proposal which will be considered. An electronic copy of the solicitation will be posted at this site (https://www.fbo.gov/) on the issue date of this solicitation.
