- Description
- The Government intends to enter into a firm-fixed-price contract with Communications & ear protection, Inc. (CEP), P.O. Box 311174, Enterprise, Alabama 36331-1174. The Mission and Installation Contracting Command (MICC), Fort Campbell, KY, has a requirement to provide 500 each CEP203-TTC helmet mounted system for aircrew to facilitate face-to-face communication and provide hearing protection in high noise environments for Fort Campbell KY. (See (1) attachment - Limited Source J&A) The procurement will be conducted on a sole source basis in accordance with the statutory authority of Multiple Award Schedule Program- Title III of the Federal Property and Administration Services Act of 1949 (41 USC 251, et seq.) and Title 40 USFC 501, Services for Executive Agencies, as implemented by FAR 8.405-6(a)(1)(B), Only one source is capable of providing the supplies or services required at the level or quality required because the supplies or services are unique or highly specialized. NAICS code for this procurement is 334220 and the small business size standard is 750 employees. This sole source requirement will be procured under Simplified Acquisition Procedures using Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 10 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with Communications & ear protection, Inc. (CEP). Responses are due by 5 August 2014, 10:00 AM (CST).
