Offerors may obtain full text version of these clauses electronically at: www.arnet.gov/far FAR 52.204-6, FAR 52.204-7, FAR 52.212-1, FAR 52.219-1, FAR 52.219-6, FAR 52.222-3, FAR 52.222-19, FAR 52.222-16, FAR 52.222-26, FAR 52.232-33, FAR 52.222-41, FAR 52.222-44, FAR 52.223-6, FAR 52.232-33, FAR 28.103 The following Homeland Security Acquistion clauses (HSAR) are incorporated as addenda to this solicitation: HSAR 305.209-70 Prohibition on Contracts Expatriates (June 2006); Contracting Officer's Technical Representative (Dec 2003); Copies of the HSAR may be obtained electronically at http://www.dhs.gov VENDORS QUOTES MUST INCLUDE THE FOLLOWING OTHERWISE THEY WILL NOT BE INCLUDED IN THE EVALUATION PROCESS: 1. Solicitation number 2. A description of the services being offered in suffucient detail to evaluate compliance with the requirements in the SOW/Solicitation. 3. Complete name, address, telephone/fax numbers and an email address of the offeror. 4. A complete copy of the representation and certificates FAR 52.219-1 5. Vendors Tax ID and DUNS numbers. The vendor MUST be registered in www.sam.gov. This is MANDATORY otherwise the vendor's quote will not be considered. 6. Vendors must be able to obtain and provide a payment bond upon award of a contract, if contract offer and acceptance exceeds $30,000.00. Reference FAR 52.228-15 Performance and Payment Bonds - Construction 7. Vendors must also provide a detailed cost breakdown and summary. 8. Vendors must have the listed NAICS code to perform this type of service requirement. USCG Sector Key West Engineering Scope of Work Engineering Building Enveloping and Waterproofing Scope This description of work identifies the requirements for the Contractor to repair cracking exterior face of the Southern side of the Engineering Building, B-105. Contractor shall remove the existing coating/paint system before repairing cracked and damaged areas. Contractor will reseal and resurface the identified areas. Contractor shall comply with all Florida Building Codes and OSHA regulations. Documents State of Florida Building Codes, 2004 Edition with current revisions. Requirements General. Contractor shall repair the exterior façade of identified areas (approximately 1300 square feet), remove existing paint, repair all cracks, reseal and repaint. (1) Prepare identified cracking areas by grooving all cracks and removing all loose paint. (2) Prepare entire exterior surface of building (approximately 1200 square feet) to allow proper adhesion of first layer of bonding agent. (3) Using mesh tape and industrial bonding agent, repair all cracks in the building surface. (4) Even all repaired areas using high strength structural cement. (5) Apply base stucco coat to identified areas. Stucco shall match existing texture. (6) Apply base stucco coat to the entire exterior surface (approximately 1200 square feet). (7) Apply two layers of acrylic based waterproofing system. The color must match existing color of the building (approximately 1200 square feet). Notification. Prior to beginning work the Contractor shall notify the Coast Guard Sector Engineering Department 48 hours in advance. Interferences. Interferences include, but are not limited to, fuel tank, air handler units, garage bay door, condensate drains, rain gutters and hurricane shutters and studs. The contractor is responsible for working around all interferences. Protective Covering. Contractor shall ensure all contents of the building and exterior building components are protected from construction debris and rain for the duration of the repairs. Quality Assurance Visual Inspection. Upon completion of work a visual inspection of the finished product shall be conducted in the presence of a designated Coast Guard Inspector; either Engineer Officer or Engineer Chief. Logistics Parking and Access. The Coast Guard Representative will designate one (1) parking area for long term storage of a conex box or vehicle for the duration of the contract. Additional parking spaces may be temporarily used while delivering supplies, equipment and materials to the job site. Additional parking will be made available for no more than six (6) vehicles in the Long Term parking area at the entrance of the Coast Guard base adjacent to B-48. All vehicles that drive on Government property must have valid tags and insurance. Vehicles must also be register with the Sector Engineer Officer prior to arrival. Waste Disposal. The contractor shall be responsible for the disposal and removal of all construction waste generated while onsite. Construction waste and excess materials shall not be allowed to sit unattended due to safety concerns and shall be placed in a suitable construction receptacle before completion of work each day. If a dumpster is required a location will be provided by the Engineering Department. Pictures/drawings are available upon request. This request MUST be directed to LT Emiliano Vasquez @ 305.292.8756. Cracking in various areas including around windows. Damage to existing stucco in several areas. Areas of cracking in building exterior. Areas of water intrusion & cracking. Example of interferences. Example of surrounding interferences. A MANDATORY SITE VISIT IS REQUIRED. PLEASE COORESPONDE ALL INQUIRES FOR THIS WITH LT Emiliano Vasquez. Do not call the Contracting Office for this. The contracting officer is located out of Miami. Work is to be completed in Key West. All quotes are due into email address: debra.a.smith@uscg.mil ONLY. Due date is NLT August 8 2014 @3:00pm Eastern Standard Time. There will be NO quotes accepted with drop off's at the contracting office, no mail in's and no faxes. To obtain permission to access Sector Key West on board the US Navy Base there is a Rapidgate Procedure system that you will need to fill out before you can gain access to the site visit. While arranging the times for the site visit with LT Vasquez you MUST also mention you will need access. If you show up for the site visit with no access, you will be turned away at the main gate and miss the MANDATORY SITE VISIT.
