- Description
- The Department of the Interior, Bureau of Indian Affairs, Navajo Region Office, has a requirement for the highway striping for N5 (Burnham, New Mexico). The site work will include to provide permanent pavement markings for the safety of the traveling public for Route N5(3)4 near Burnham, NM (between Hwy 491 and Route 371. All pavement markings must be thermoplastic. The markings must meet the MUTCD requirements and Federal Highway regulations. The vendor must prepare the surfaces to be treated as recommended by the paint manufacturer. The vendor must apply the paint when the weather conditions reflect those suggested by the paint manufacturer This acquisition is set-aside 100% for Small Businesses. The estimated performance period for completion of construction is 30 calendar days from Notice to Proceed (NTP). The NAICS code is 236220, with a small business size standard of $33.5 million. This will be a firm fixed price contract. In accordance with FAR 36.204, the estimated magnitude of this construction project is between $100,000 and $250,000. Payment and Performance bonds will be required for the full amount (100%) of the awarded contract before the Notice to Proceed can be issued. The Government will evaluate the performance capability of offerors in accordance with the evaluation criteria described in the solicitation. The solicitation will include a detailed list of Evaluation Factors and will provide instructions for Proposal Requirements and the Basis for Award in Section M. The source selection process will be conducted in accordance with FAR Part 15.101-1, the Best Value Trade-off method will be utilized. A COPY OF THE SOLICITATION IS ATTACHED. Interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/portal/public/SAM/. At the time of award, if an offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective offeror. The solicitation and associated information will be available from the FedBizOpps and FedConnect the websites are https://www.fbo.gov and https://www.fedconnect.net. This will normally be the two methods of distributing amendments prior to closing; therefore, it is the Offeror's responsibility to check either of these websites periodically for any amendments to the solicitation. Submit all questions by email or fax no later than, August 6, 2014. Questions received after this date will NOT be accepted. Quotes will be accepted by email, fax or mailed before the closing date and time of August 18, 2014 at 12:00 p.m. Mountain Time.
