- This is a notice of the U. S. Department of Energy?s intent to release a Request for Proposals (RFP) and receive responses for a requirement for the acquisition of Specialized Protective Force Security Services for the Office of Health, Safety and Security. The solicitation will be issued for competition and set aside for small businesses. The principal purpose of this acquisition is to provide for the continuation of Specialized Protective Force Security Services to the Office of Health, Safety and Security, in the areas of prevention of unauthorized access; protecting life and property; protecting and control of classified and sensitive information; maintaining order; and deterrence of criminal activity in and around the DOE Headquarters facilities in the Washington, D.C. and Germantown, MD areas. A five year contract is contemplated, consisting of 90-day transition period, one-year base period, and four one-year option periods, subject to the availability of funds. Access to classified material will be involved and the successful contractor employees must have or be capable of obtaining a DOE ?Q,? Top Secret or equivalent clearance with the exception of five employees that shall possess an ?L? access authorization. The applicable North American Industry Classification Code (NAICS) is 561621- Security Guards and Patrol Services. The size limit standard for the NAICS code is $19M. The current incumbent contractor is Paragon Technical Services, Inc. located in Hilliard, OH. Firms are required to register with FedConnect in order to submit proposals. All responsible small businesses under the applicable NAICS may submit a proposal which shall be considered by the Department of Energy. It is anticipated that there will be a mandatory site visit/pre-proposal conference. Details regarding the date, location, and other requirements regarding the site visit/pre-proposal conference will be included in the RFP.
