- Description
- The Aviation Applied Technology Directorate (AATD) has a requirement for software support of the tri-service standard code Spectral and Imaging band Radiometric Imaging of Targets and Scenes (SPIRITS) on a sole source basis. The Government intends to negotiate on a sole-source basis with Aerodyne Research, Incorporated, 45 Manning Road, Billerica, MA 01821-3934, under the authority of FAR 6.302-1, Only One Responsible Source and in accordance with Section 4202 of the Clinger-Cohen Act of 1996. The Aviation Applied Technology Directorate (AATD) Contracting Division, Army Contracting Command intends to award a Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an ordering period of 36 months. The software support of the SPIRITS program to be included in the IDIQ contract are: incorporation of significant modeling and simulation enhancements to the SPIRITS code; extension of the current capabilities of the SPIRITS code; assistance with enhancements of its radiometric data acquisition/reduction capabilities; provision of the necessary software modules and hardware necessary to facilitate the enhancement of atmospheric effects modeling resources associated with the SPIRITS code; enhancement of GUI based application of the SPIRITS code to enhance the user interfaces to the code enhancement features; and the training of the AATD staff in the use of these new capabilities. The North American Industry Classification System (NAICS) is 334516. The small business size standard is 500 employees. The initial delivery order will be executed concurrently with the base IDIQ contract and will require a minimum of the incorporation of modeling capabilities into the SPIRITS codes which will enable the assessment of platform detectability when exposed to operation in variable urban illumination conditions; SPIRITS-AC3 code modifications to enable direct interface to the Air Force's MOSAIC code; modeling capabilities into the SPIRITS codes which will enable the assessment of the detection / conspicuity of vertical lift platforms due to solar or lunar glint reflections off of dynamic rotor components; and parameterized (fast) image-intensified, Night Vision Device (IINVD) computational modeling as a detection metric. In addition, the delivery order will require provision of consultation support to the Government's Future Vertical Lift programs, modeling and simulation team in ensuring that VV&A and capability states of the SPIRITS and MODTRAN codes are proper assimilation into the M&S assessments and assessments of atmospheric modeling deficiencies within the SPIRITS code and/or supporting codes which decrement the fidelity/accuracy of analysis activities and the AATD's electro optical radiometric measurement systems and assess current capabilities of the Government's assets to address identified atmospheric deficiencies. The output of the contractor's effort under this task order shall be the extension of the current capabilities of the SPIRITS code to include capabilities necessary to assess platform susceptibility to unique, environmentally driven features such as Urban illumination, rotor blade flicker, broad band, aided optic detection. No Request for quotes/proposals will be posted. Interested persons may identify their interest and capability to respond to the requirement or submit capability statements. This notice of intent is not a request for competitive proposals. The Government will consider all submissions received within the closing date set in this request solely for the purpose of determining whether to conduct a competitive procurement. The Government's determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
