- OMBUDSMAN Notice Attachment (1) Statement of Work for USCG Fuel Sampling Program Solicitation HSCG40-14-R-61028 for Fuel Sampling Program The United States Coast Guard (USCG) has a requirement for Fuel Sampling Program (FSP) to analyze middle distillate, diesel fuel quality. The Contractor shall provide fuel testing services for USCG vessels and other vessels specifically identified by the USCG during the term of this contract, such as United States Navy (USN) vessels. The Contractor shall be responsible for providing and shipping fuel sample kits worldwide, shipping fuel samples domestically and/or internationally to the Contractor's fuel laboratory, conducting the required fuel sample analysis, assuring quality of fuel analysis results, retention and disposal of fuel samples, and reporting fuel analysis results to the USCG or USN, as applicable. It is anticipated to award a fixed-price Requirements-type contract consisting of one base year and four option years. This acquisition is being solicited on an unrestricted basis. The solicitation number is HSCG40-14-R-61028 and shall be available for download on July 25, 2014. The due date for receipt of proposals is August 15, 2014 at 2 pm Eastern Standard Time (EST). The Contractor shall provide a Continental United States (CONUS) fuel testing laboratory and all fuel samples shall be shipped to and tested at this facility (i.e., no subcontracting of any analyses to another laboratory). The Contractor shall have the required equipment to run all of the ASTM/EN test methods and shall be capable of performing the tests and analyses specified in Attachment A of the Statement of Work (SOW) by the solicitation closing date. The proposed contract requires a Program Manager with a minimum of a Bachelor of Science degree and four (4) years experience managing a fuel testing laboratory. Laboratory Data Analysts shall have a minimum of two (2) years experience in a testing laboratory facility. The Contractor shall have the capacity to process a minimum of ten (10) fuel samples per day. The normal volume of samples is estimated to be ten (10) samples per week. The Contractor shall provide a fuel testing laboratory that is ISO-9001:2000 (or later) certified. The contractor shall have a Quality Control Plan to maintain the quality standards for all services.
